RESOLUTION NO. 2020-sop 2- <br /> A RESOLUTION OF THE CITY OF SUNNY ISLES BEACH, FLORIDA, <br /> URGING MIAMI-DADE COUNTY MAYOR CARLOS A. GIMENEZ AND <br /> THE BOARD OF COUNTY COMMISSIONERS OF MIAMI-DADE <br /> COUNTY, FLORIDA ("BOARD OF COUNTY COMMISSIONERS") TO <br /> TRANSFER CORONAVIRUS AID, RELIEF, AND ECONOMIC <br /> SECURITY ACT (CARES) ACT DIRECT FEDERAL FUNDS RECEIVED <br /> BY MIAMI-DADE COUNTY ("COUNTY") TO THE CITY OF SUNNY <br /> ISLES BEACH AND TO OTHER UNITS OF LOCAL GOVERNMENT <br /> WITHIN THE COUNTY BASED ON POPULATION; FURTHER <br /> DIRECTING THE CITY CLERK TO TRANSMIT A COPY OF THIS <br /> RESOLUTION TO THE OFFICIALS NAMED HEREIN; PROVIDING FOR <br /> AN EFFECTIVE DATE. <br /> WHEREAS, the Coronavirus Aid, Relief, and Economic Security ("CARES") Act was <br /> signed into law on March 27, 2020, and appropriated $150 billion of direct federal funding for <br /> state and local governments to address unforeseen financial needs and risks created by the Novel <br /> Coronavirus ("COVID-19") pandemic public health emergency; and <br /> WHEREAS, states and units of local government with more than 500,000 residents <br /> received direct federal funding through the Coronavirus Relief Fund; and <br /> WHEREAS,twelve (12) localities in the State of Florida("State") received direct federal <br /> funds and no city in Florida(except the combined city/county government of Jacksonville/Duval <br /> County) received direct funding; and <br /> WHEREAS,the CARES Act appropriated nearly half a billion dollars ($474,085,078.50) <br /> to Miami-Dade County ("County"), making this the highest amount in direct federal funding to <br /> any eligible local government in the State as indicated in the attached and incorporated list of <br /> Payments to States and Eligible Units of Local Governments; and <br /> WHEREAS, the City of Sunny Isles Beach ("City") has taken unprecedented steps and <br /> expended unanticipated resources in response to the impact of the COVID-19 pandemic on our <br /> community,including entering into emergency contracts to increase enforcement of Federal,State, <br /> and Miami-Dade County orders, and social distancing guidelines; and <br /> WHEREAS,the City has experienced unforeseen financial needs and risks created by the <br /> COVID-19 pandemic public health emergency; and <br /> WHEREAS, other units of local government within the County have also experienced <br /> unforeseen financial needs and risks created by the COVID-19 pandemic public health emergency; <br /> and <br /> WHEREAS, in conversations with the Miami-Dade County League of Cities,the County <br /> committed to transferring CARES Act funds to units of local government within the County. <br /> R2020 Request to MDC re Cares Act Page 1 of 2 <br />
