RFQ NO. 20-07-01 – CONTINUING PROFESSIONAL CONSULTING SERVICES (CCNA) <br />SURVEYING AND MAPPING SERVICES / GEOTECHNICAL SERVICES <br />Maser Consulting <br />D.Project Approach and Understanding <br />PROPOSED PROFESSIONAL SERVICES <br />Maser Consulting proposes to provide qualified professionals, staff and equipment to accomplish the <br />services for the Surveying and Mapping and Geotechnical work categories as listed in the RFQ – <br />Scope of Services. <br />PROJECT MANAGEMENT PLAN <br />Maser Consulting consistently accomplishes project goals and objectives by performing professional <br />services in conformity with our project management procedures. As part of the corporation’s commitment <br />to sound management practices, Maser Consulting has made a substantial investment in the latest <br />technology. <br />Projects are managed to ensure successful project delivery in compliance with the approved schedule, <br />budget and quality standards. Maser Consulting project managers operate within a team environment <br />and we value our clients as team members and partners. A key factor in successful project management <br />is communication. Keeping our clients and other team members informed throughout the project life cycle <br />is viewed as critical to overall project success. <br />As part of the corporation's commitment to sound management practices, Maser Consulting has made a <br />substantial investment in the latest technology with all offices connecting through Wide Area Network <br />connections which provides a real-time communication platform. These connections enable all offices to <br />access data on any of the fourteen servers that service the all-regional offices. The company has a <br />dedicated T1 connection to the internet, web servers and a dedicated server for e-mail and project <br />scheduling integrated with Microsoft Exchange. We utilize Microsoft Project as our primary project <br />management and scheduling software platform. In addition, our project managers actively utilize the <br />project management portals included in BST Financial Software (Ver.10) to track and maintain project <br />budgets on a weekly basis. <br />During the initial review of the project scope of work a Project Risk Analysis/Assessment will be <br />performed. The purpose of this assessment is to identify potential project related impediments that may <br />negatively impact the schedule, budget or both. Experience has shown that early identification of potential <br />issues and implementation of mitigation measures will help ensure overall success of the task assignment. <br />The final scope of work authorized by the client establishes the baseline for the official project budget <br />and project schedule. Each project schedule is developed based on a “time-is-of-the-essence” <br />philosophy that identifies the logical work sequence through all activities, thus defining the project Critical <br />Path. CPM schedules identify project milestones and deliverables and reflect the approved staff hours <br />and budgeted fees needed to complete each phase of the project. This cost-loaded CPM schedule is <br />tracked internally and updated weekly from actual time charged against the project, including project <br />direct expenses. <br />Section D, Page 1
