<br />Dear Members of the Selection Committee,
<br />CES Consultants, Inc. (CES) is pleased to present this Statement of Qualifications (SOQ) to provide Continuing Professional
<br />Consulting Services to the City of Sunny Isles Beach (City) in our in-house specialty areas of Civil Engineering and Construction
<br />Engineering Inspection (CEI). As you will see throughout our SOQ, CES offers the City a team of qualified personnel that,
<br />since our organization in 2001, have provided these professional engineering services on a multitude of local infrastructure
<br />improvement projects just like those that will be assigned under this contract. We are currently providing these services to
<br />numerous municipal and public agency clients, including the: Miami-Dade Water & Sewer Department, South Florida Water
<br />Management District, City of Miami Beach, City of North Miami, City of Riviera Beach, City of Pembroke Pines, Palm Beach
<br />County Water Utilities Department, Broward County Water & Waste Water Services, School Board of Broward County, and Miami
<br />Dade College, amongst others.
<br />CES understands that the proposed agreement provides the basis for issuing specific work orders to perform specific services
<br />required by the City. CES will respond to each work order as a team comprising CES staff, any required subconsultants, and City
<br />staff. The CES Team will be led and managed by an experienced Senior Project Manager, Mr. Jose Caraballo, PE, and assisted by
<br />Project Manager Mr. Gustavo Silva, PE, in technical assignments, in project delivery, in team coordination, and in collaboration
<br />with the City of Sunny Isles Beach. This provides the City with a lead person who has the credentials, experience, and working
<br />relationships with permitting agencies, contractors and nearby utilities that may be affected by this work, as well as experienced
<br />support personnel, allowing us to handle multiple concurrent Task Orders.
<br />Our Specialties
<br />Civil Engineering & Design
<br />With more than 40 licensed Professional Engineers, CES provides full civil engineering services to our clients. Our primary
<br />specialty is Municipal Civil Engineering, as 100% of our work is for governmental clients and agencies. More than 90% of our
<br />work is for cities and counties, with the remaining 10% for ports, airports, and various state agencies. Civil Engineering covers
<br />a lot of scope areas, and CES is best known for its work in Neighborhood Improvements, upgrading underground utilities,
<br />installing storm drainage, and repaving streets. Pump station work for both sewer and water is also a specialty of ours as we
<br />have been involved with the Pump Station Improvement Programs for the last 15+ years with the Miami-Dade County Water &
<br />Sewer Department.
<br />Construction Administration, Engineering & Inspection
<br />CES also has full in-house capabilities to provide construction administration and management, engineering, inspection/
<br />observation, scheduling, and cost estimating services for a variety of engineering, horizontal/vertical construction, and utility
<br />infrastructure projects. Our professionals have participated in the performance and management of construction of the largest
<br />capital and consent decree programs and projects in Florida, and we have never missed a deadline. Our staff has also performed
<br />Construction Inspection and QA/QC on several school board projects in Dade, Broward and Palm Beach Counties, as well as
