CITY OF SUNNY ISLES BEACH
CONTINUING PROFESSIONAL CONSULTING SERVICES (CCNA)
RFQ No. 20-07-01

Availability of Personnel & Workload
Biscayne Engineering Company, Inc. (BE) currently manages multiple governments (City, County, and State) and
other similar contracts successfully. We have the manpower, structure and resources needed to comfortably add
this very important agreement to our workload.

We have found it advantageous to maintain a staff level that provides a reserve workload capacity. This reserve
capacity allows BE to respond to spikes in the workload without disturbing production in other projects that are
underway, staff member courses, or annual leave. BE has the experience to work under any type of stressful
situation in the field and /or in the office or to conclude any project in the time frame established.

Although, it is often difficult to project what the future may hold. Biscayne Engineering Company has evaluated
its current workload, as well as trends observed from prior months, and we are in an excellent position to handle
this contract. The City of Sunny Isles Beach can feel confident that BE has the staff and resources to take on any
assignments required by this contract.

Our availability comes from two conveniently located offices who share resources to meet the needs of our clients.
BE has developed a technical staff which is goal oriented, flexible, and sensitive to the needs of our clients. It is
not uncommon for us to have office personnel adjusting their schedule to work on the weekend to process field
work collected late in the week to meet a deadline. We understand that keeping client’s happy means delivering
a great product on time and under budget. Our main office is open every weekday from 7:00 in the morning to
7:00 in the evening for that very reason.

The current workload of BE is absorbing approximately 41% of our current workforce including all existing
Professionals, survey technicians, field crews and administrative personnel.

BE forecasts our future workload to continue and remain at this percentage for the year including the key
personnel listed below.

BE field crews are well equipped with the latest survey equipment, including smart phones and laptop computers
for transferring and downloading data, accessing the internet, and creating field reports. BE offices are fully
prepared with computer hardware, software, and plotters to meet the City requirements for any type of
deliverable.

Biscayne Engineering Key Personnel
Key Personnel Availability Service Provided
Mike Bartholomew, PSM 45% Project Manager
Selvin Bruce, PSM 47% Assistant Project Manager
Alberto Rabionet, PSM 49% Production Manager
Igor Volovelsky, SIT 50% Senior Survey Technician
Wolfgang Hueck, PSM 54% Field Crew Supervisor
25
