PROJECT APPROACH AND UNDERSTANDING <br /> <br />CITY OF SUNNY ISLES BEACH RFQ NO 20-07-01 SECTION D – PROJECT APPROACH AND UNDERSTANDING <br />COASTAL PROTECTION ENGINEERING LLC | PAGE 1 <br /> <br /> <br />SECTION D – PROJECT APPROACH AND UNDERSTANDING <br /> Project Management Plan <br />Coastal Protection Engineering (CPE) was created as a focused group of coastal professionals who leverage <br />their vast knowledge of coastal engineering, familiarity with local conditions throughout the State, and <br />understanding of state and federal permitting for cities and municipalities along Florida’s coastline. As <br />such, CPE is uniquely suited for the City of Sunny Isles Beach. The City’s team will be led by your Project <br />Manager, Tom Pierro and our Assistant Project Manager, Quin Robertson, who are supported by our team <br />of specialized coastal professionals who have successfully designed, permitted, and implemented coastal <br />engineering projects throughout Florida. Depending on the tasks the City may require under this contract, <br />Mr. Pierro and Dr. Robertson will coordinate with the appropriate members of our team to meet your <br />project needs on time and within budget. While all of our CPE professionals are available to meet the <br />City’s needs under this contract, we have designed a team specialized in performing work in southeast <br />Florida that is similar to the Environmental Engineering SOW described in this RFQ. Members of our <br />proposed team are shown in our organizational chart and resumes for key personnel are provided in Tab <br />E. The management team selected to implement work for the City is introduced below. <br /> <br /> Thomas Pierro, PE, D.CE - <br />Principal Engineer & Project Manager <br />Thomas Pierro, PE, D.CE, is the primary point of contact and Authorized <br />Member of CPE authorized to negotiate terms, render binding <br />decisions, and commit the firm’s resources. Mr. Pierro will serve as <br />Principal Engineer and Project Manager for the City of Sunny Isles <br />Beach. He is a registered Professional Engineer in the State of Florida <br />with over 18 years of coastal engineering and project management <br />experience. Since 2001, he has designed, permitted, and supervised <br />construction of numerous beach nourishment projects in Florida. He <br />excels at representing the local sponsor and coordinating with state and <br />federal agencies, including the U.S. Army Corps of Engineers (USACE) <br />Jacksonville District, for both non-federal and federal projects. Mr. <br />Pierro directs complex analysis of beach/inlet processes, designs <br />programs that control high erosion near coastal inlets and passes, and <br />promotes forward thinking throughout his team to support sustainable <br />coastal programs. He is a Board Certified Professional by the American <br />Society of Civil Engineers (ASCE) as an ACOPNE Diplomate of Coastal <br />Engineering and recipient of the distinguished FSBPA Engineering <br />Award for outstanding contributions to coastal engineering in the State <br />of Florida. Prior to founding CPE and while working at another <br />consulting firm, Mr. Pierro assisted the City of Sunny Isles Beach in <br />communicating with the state and project team regarding the City’s <br />concerns with the Bakers-Haulover Inlet Management Plan.
