PROJECT APPROACH AND UNDERSTANDING <br /> <br />CITY OF SUNNY ISLES BEACH RFQ NO 20-07-01 SECTION D – PROJECT APPROACH AND UNDERSTANDING <br />COASTAL PROTECTION ENGINEERING LLC | PAGE 3 <br /> <br /> <br /> <br />Stacy Buck, MS - <br />Senior Marine Biologist <br />Stacy Buck is a Senior Marine Biologist at CPE who brings almost 20 <br />years of experience in biological monitoring, 16 of which are in marine <br />biology on coastal projects in Florida. Ms. Buck manages state and <br />federal permitting, mitigation planning, and biological monitoring for <br />Florida east coast projects and brings a wealth of knowledge of local <br />marine habitats with expertise in seagrass, nearshore hardbottom, and <br />artificial reefs. Ms. Buck will lead the environmental permitting and <br />biological monitoring services for the City under this contract. <br /> <br /> <br /> <br />Lindino Benedet, Ph.D. - Principal Scientist <br />Lindino Benedet is a Principal for CPE with over 19 years of professional <br />experience dedicated to the coastal engineering practice. Dr. Benedet <br />obtained his Ph.D. at Delft Institute of Technology focused on Hydraulic <br />Engineering. Dr. Benedet leads our coastal processes and numerical <br />modeling efforts and has worked on hundreds of consulting projects <br />and published dozens of scientific papers in international journals and <br />conferences. His expertise includes project management, process- <br />based numerical modeling of coastal processes, marine met-ocean <br />measurements, navigation evaluations and channel shoaling analysis <br />and modeling, dredging, beach nourishment, barrier island restoration, <br />coastal structures, marine sand searches etc. Dr. Benedet will provide <br />coastal processes support on City projects. Should studies be required <br />to justify a change to the current beach management plan, Dr. Benedet <br />and his team have the expertise required to quantify the complex <br />morphologic changes associated with a potential project and to package <br />that information for project justification for the City. <br /> <br /> Interpretation of Scope <br />The City of Sunny Isles Beach is located on the northwest Atlantic coastline of Miami-Dade County. The <br />City contains significant infrastructure along its beaches in the form of Collins Avenue, City parks, City lift <br />stations, beach access with parking lots, Newport Fishing Pier, along with numerous private buildings with <br />thousands of apartments. The primary method for protecting safety, coastal access, recreation, and <br />upland infrastructure against tropical storms and sea level rise has involved beach nourishment through <br />truck haul projects. The primary nourishment projects are presently managed by the U.S. Army Corps of <br />Engineers (USACE) with the State and Miami-Dade County as the local sponsor. Additional smaller-scale <br />beach nourishment projects have been funded and executed by private property owners as well.
