Mr. Raj Krishnasamy, P.E., will serve as the Project Manager / Principal- <br />In-Charge and QA/QC Officer. He will be the single point of contact for the City. He is a Florida-registered Professional Engineer with 33 years of professional experience and a Master of Science in Geotechnical Engineering. As President and Principal Engineer of TSF, Mr. Krishnasamy oversees all geotechnical engineering, construction materials testing, and inspection services operations. His experience is highlighted by over 5,000 public and private projects, design-build projects totaling $2 billion in construction costs, and prominent Miami-Dade County projects such as: Sunny Isles Beach - Gateway Park - Pedestrian Bridge, <br />Samson Oceanfront Park Reconstruction, I-75 Express Segment A/B; SR-997 (Krome Avenue) from SR- <br />94/Kendall Drive to SR-90/SW 8 Street; Design-Build Rehabilitation of West Bridge and Bear Cut Bridge <br />on Rickenbacker Causeway; SR 821 (HEFT) Widening from north of SW 40th St. (Bird Road) to SR 836 <br />(Dolphin Expressway), Dolphin Stadium Ultimate All Electronic Tolling (AET), and HEFT AET Phase 1 <br />and 2 (Design Build). Mr. Krishnasamy has extensive experience as Project Manager for continuing contracts providing geotechnical engineering, laboratory services, and construction material testing. Mr. Krishnasamy’s responsibilities during individual projects includes both technical and managerial leadership. His hands-on participation in project management tasks include: review of project details, coordination with designers from various disciplines to identify their requirements, development of detail project scopes for geotechnical investigation, preparation of staff-hour and fee estimates, project negotiation, attendance at kick-off and progress meetings, QA/QC, and preparation and submittal of invoices along with progress reports and documents. Mr. Krishnasamy is readily available by phone or email and able respond to on-site requests at short notice. He will be the sole contact for estimates, emergencies, technical questions and service requests. His experience has proven that this methodology ensures expedient problem resolution as well as the client’s complete satisfaction. Bringing his experience to this contract, he will act as a seamless liaison between the City and the TSF team. <br /> <br />PROPOSED PROJECT PERSONNEL AND FUNCTIONS Mr. Krishnasamy will receive initial service requests and task assignments from City representatives and will assign the appropriate project team personnel. Assignments will be made based upon the scope and complexity of the work to be performed. TSF project team personnel consist of senior-level staff members whose strength lies in their ability to provide a genuine insight and hands-on experience into the inner workings and site-specific concerns of the projects on which we work. All project team personnel will report directly to Mr. Krishnasamy. <br /> <br />FRANCOIS THOMAS, P.E., S.I.: Francois Thomas, P.E., S.I. will serve as Principal Materials <br />Engineer, overseeing construction materials testing and inspections. Mr. Thomas is a Florida-registered Professional Engineer and Special Inspector with more than 27 years of experience in geotechnical engineering, construction materials testing, and inspection services. He serves as Principal Materials Engineer, supervising the laboratory services, construction materials testing and inspections. He has extensive experience in deep and shallow foundation systems, soil stabilization methods, grouting, and pavement sections evaluation. He has been involved in construction monitoring and supervision for private and government facilities, including construction/foundation installation for port, airport, commercial, municipal, healthcare, retail and school facilities. He has monitored the construction of numerous civil and structural designs involving earthwork, concrete, masonry and asphalt operations. He has managed over 500 projects involving subsurface investigation, laboratory testing programs and evaluating construction activities throughout South Florida including the following projects located in Miami-Dade County: <br />12
