PROJECT APPROACH AND UNDERSTANDING CALTRAN’s experience and expertise will be put to the City’s service and will become the most reliable consultant to fulfill the engineering assignments that include investigation, analysis, evaluation, coordination, preparation of plans, specifications and contract documents, bid/awards and evaluation services during construction, perform construction engineering services and any other engineering assignments upon the request of the City. CALTRAN is highly qualified, experienced and extremely interested in providing the following services in connection to Scope of work 2- Civil Engineer and 10- Construction Engineering and Inspection (CEI) Services categories Civil Engineer Category: As per the scope requested, CALTRAN has extensive experience in feasibility studies, planning, design, construction documents preparation, bidding services, construction administration and inspection services, cost estimate, permitting and other consultation engineering services for the City’s Civil Engineering projects to be in compliance with Federal, State and local regulatory Agencies. Construction Engineering and Inspection (CEI) Category: CALTRAN will be able to perform all tasks related to the contract administration, monitoring and inspection to ensure that projects are constructed in accordance with plans, specifications and special provisions as established in the Construction Contract. Provide general consultation and engineering services including but not limited to field inspections, structural analysis, reports, and recommendations for field conditions of the City’s facilities Project Administration and Contract Management CALTRAN’s administration and management of this contract is based on the following elements:  Complete understanding of the technical requirements and focus in a single area of interest.  Objective to supply and expedite concurrent or multiple activities.  Organized to provide flexibility.  Experienced staff to resolve unique issues through the most innovative solutions.  Staff that will be available day/night to meet with City of Sunny Isles staff and stakeholders at their request.  First hand access to state-of-the-art technology.  Sheer resolution and commitment to serve the City of Sunny Isles. CALTRAN acknowledges that the City of Sunny Isles challenges require a consultant with capacity and knowledge to quickly respond and to solve problems related to Civil Engineering and Construction Engineering Services. CALTRAN’s previous work on similar contracts will efficiently convey ideas, perform assessments, as well as, produce reports, memoranda and analysis for the City of Sunny Isles that could encompass the following aspects of our management plan: Being this Continuing Professional Consulting Service Contract (CCNA) are Purchase Orders (PO) / Task Work Order (TWO) oriented contracts that entails addressing civil engineering assessments, development of plans for construction, as well as to perform CE&I including contract administration. This type of contract currently has four critical challenges that includes but not limited to serve on on-call to fulfill staff, city officials or general public requests, planning and communication, management of task work orders and respond during the Covid-19. On-Call Services This contract poses increased challenges as it not only a consultant that will be utilized as needed, on-call or on a part time basis for either civil engineering tasks or construction inspections. This can be challenging fulfilling requests in a timely manner without impacting the City’s project schedule and work program plans.
