<br /> RFQ-20-07-01 <br />Continuing Professional Consulting Services (CCNA) <br /> <br /> 790 NW 107 Ave., Suite 200, Miami, FL 33172 <br /> Tel:(786) 456-7700 (954) 658-5232 8 <br /> <br />• Public Involvement: Improvements that will directly impact mobility <br />need to have a public Information plan as a critical portion to this <br />Contract. CALTRAN will coordinate with the City of Sunny Isles <br />Community Awareness Plan (CAP) as needed that considers goals and <br />objectives from each project. Those plans will make sure to identify all <br />impacted stakeholders like FDOT, City of Sunny Isles staff and/or officials <br />for each specific project or assignment. <br />As a minimum our public involvement plans will include: <br /> Gathering information related to the project’s goals and objectives <br /> Inform the public and stakeholders of the study related material, approach, data collection efforts, meeting <br />minutes etc. <br /> Educate the public and stakeholders of the benefits of the project. At the same time provide <br />countermeasures for impacts based on a range of transportation and livable solutions. <br /> Engage the public and stakeholders through different channels and opportunities making them part of <br />the decision making process. <br /> Target audiences through listening sessions. <br />• Final Design/Construction Documents Phase: Our Team of Professional Engineers (P.Es) has served as <br />Engineer of Record (EORs) for multiple design projects that include roadway, signalization, signing and pavement <br />markings, MOT, and lighting; we have permitted projects with stakeholders such as the Florida Department of <br />Transportation (FDOT), Miami-Dade and Broward County as well as multiple Cities. CALTRAN’s experts are ready to <br />undertake the required efforts to adequately gather information and data, and validate and provide plans for the <br />proposed improvements for a safe network of intersections in accordance to current City and FDOT standards. The <br />goal is to deliver improvement plans, paving and grading, drainage, signing & pavement marking, signalization, and <br />lighting as well as a Maintenance of Traffic (MOT) design component package foll owing the FDOT Plans Preparation <br />Manual with detailed notes and tabulation of quantities for a contractor to be able to bid and permit. CALTRAN also <br />will support the City in all required meetings, including but not limited to pre-bid and pre-construction meetings. Our <br />general approach to traffic and roadway design includes s follows: <br />• Existing Condition Review and Geometrics Analysis: The CALTRAN Team will perform field review for <br />each of the project locations to identify all necessary geometric elements (i.e., sight distance, right-of-way <br />constrains) in the existing conditions. The assessment findings will be documented in a field review form that <br />records safety operations and notes deficiencies observed. As-built plans will be review <br />• Standards Compliance: Projects will need to be designed and constructed in compliance with City’s <br />requirements, including considerations based on noise ordinances, as well as County and FDOT standards <br />and State and Federal Standards such as the MUTCD. <br />• Utility Coordination: CALTRAN will request a utility design ticket to Florida Sunshine (811) to obtain <br />information about all utility owners around each project location. All utilities must be considered when locating <br />proposed improvements including service points from FPL and ATT. CALTRAN will have a dedicated utility <br />coordinator familiar with UAOs to work closely with all utility owners and who has extended experience in <br />utility coordination to ensure that all Utility Work Schedules and agreements will be on time to avoid negative <br />impacts on the project schedule. <br />• Topographic Survey: CALTRAN will coordinate survey efforts using a well-known surveyor with previous <br />experience with the City. Topographic surveys will be prepared with DTM and a complete inventory of <br />elements will be completed to be able to provide the contractor with enough details for geographic location <br />and elevations of the proposed improvements. Any right-of-way dedications and easements will be vetted and <br />legally recorded as part of the process. <br />• Plans Preparation: CALTRAN will prepare a complete design package. Plans will be designed to current <br />City, County, FDOT Standards and FDM. Plans, including pay items and quantities, cost estimates, <br />computation sheets, and construction plans at 30%, 60%, 90%, and/or signed and sealed 100% will be <br />prepared and provided to City. CALTRAN will submit all MicroStation or AutoCAD including 3D, survey files <br />and final plans set properly signed and sealed. Plan sets also will be submitted in PDF format via email for <br />quick distribution. Drainage will prioritize providing swales wherever possible and regrade existing swales to
