RESOLUTION NO. 2020 -,.a <br />A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF SUNNY <br />ISLES BEACH, FLORIDA, APPROVING A FIFTH AMENDMENT TO <br />THE AGREEMENT WITH PERKINS+WILL ARCHITECTS, INC. FOR <br />ARCHITECTURAL DESIGN SERVICES FOR THE PEDESTRIAN <br />OVERPASS BRIDGE AT 18080 COLLINS AVENUE, IN AN AMOUNT <br />NOT TO EXCEED NINETY-NINE THOUSAND NINE HUNDRED <br />DOLLARS ($99,900.00), ATTACHED HERETO AS EXHIBIT "A"; <br />AUTHORIZING THE MAYOR TO EXECUTE SAID AMENDMENT; <br />AUTHORIZING THE CITY MANAGER TO DO ALL THINGS <br />NECESSARY TO EFFECTUATE THIS RESOLUTION; PROVIDING FOR <br />AN EFFECTIVE DATE. <br />WHEREAS, on April 30, 3015 the City issued Request for Qualifications No. 15-04-01 <br />for Architectural Design Services for a New Facility at 18080 Collins Avenue, of which eight (8) <br />responses were received; and <br />WHEREAS, on September 17, 2017 via Resolution No. 2015-2459 the City Commission <br />ratified an agreement with Perkins+Will Architects, Inc. to provide Architectural Design Services <br />for the Government Annex Building at 18080 Collins Avenue ("Agreement"), in an amount not to <br />exceed $2,222,000.00; and <br />WHEREAS, on December 17, 2015 via Resolution No. 2015-2504, the City Commission <br />approved a First Amendment to the Agreement to include interior design and consultant design <br />fees for the 250 -seat Community Theater integrated within the design of the Government Annex <br />Building, in an amount not to exceed $229,300.00; and <br />WHEREAS, on April 19, 2018 via Resolution No. 2018-2812, the City Commission <br />approved a Second Amendment to the Agreement to include the design of a pedestrian overpass <br />bridge integrated within the design of the Government Annex Building, in an amount not to exceed <br />$370,000.00; and <br />WHEREAS, on October 17th, 2019 via Resolution No. 2019-3002, the City Commission <br />approved a Third Amendment to the Agreement to include coordination with the Florida <br />Department of Transportation ("FDOT") and other regulatory agencies having jurisdiction over <br />Collins Avenue relating to the pedestrian overpass bridge, in an amount not to exceed $50,000.00; <br />and <br />WHEREAS, on February 20, 2020 via Resolution No. 2020-3044, the City Commission <br />approved a Fourth Amendment to the Agreement to include coordination with FDOT civil <br />engineering and architecture, cost estimate and formatting relating to schematic designs, and wind <br />modeling, in an amount not to exceed $183,850.00, bringing the total contract amount not to <br />exceed $3,055,150.00; and <br />WHEREAS, the City Commission now wishes to approve a Fifth Amendment to the <br />Agreement with Perkins+Will Architects, Inc. to provide structural analysis and supporting <br />documentation for Construction Sequence Engineering, as requested by FDOT, provide the precast <br />concrete attachment details as part of the construction documents, engage GFRC manufacture, <br />Building Blocks, for design assist to develop the basis of design for the precast panel attachment <br />details and performance specifications, and to provide design assist to further define the GFRC <br />82020 5th Amend to Perkins and Will for Gov Or Annex Page I oil <br />
