Russo, City Manager <br />FROM: Evelyn Trammell, Assistant to the City Manager <br />DATE: 9/17/2020 <br />RE: Adoption of the Miami -Dade County 2020 Local <br />Mitigation Strategy Plan <br />RECOMMENDATION: <br />It is recommended that the City Commission adopts the 2020 Miami - <br />Dade County Local Mitigation Strategy Plan (LMS). <br />REASONS: <br />The Federal Emergency Management Agency (FEMA) and the State <br />of Florida requires an update of Miami -Dade County's Local Mitigation <br />Strategy Plan every 5 years to comply with the federal hazard <br />mitigation planning standards contained in 44 CFR 201.6(b) -(d). In <br />order to comply with this regulation, Miami -Dade County updated their <br />LMS and submitted it to the State for review. On August 26, 2020, the <br />State of Florida Department of Emergency Management confirmed <br />that 2020 Miami -Dade County LMS Plan is compliant with federal <br />standards and approved contingent on the formal adoption by <br />participating municipalities, by September 15,2020*. <br />Once the State of Florida Department of Emergency Management <br />confirms adoption of the 2020 Miami -Dade County LMS Plan by <br />participating municipalities, they will send all documentation to FEMA <br />who will issue formal approval of the 2020 Miami -Dade County LMS <br />Plan. <br />Adoption of the 2020 Miami -Dade County LMS Plan helps to fulfill <br />requirements for the application of federal grants such as: <br />• Hazard Mitigation Grant Program (HMGP) - FEMA <br />• Business Resilient Infrastructure and Communities (BRIC) - FEMA <br />• Flood Mitigation Assistance (FMA) - FEMA <br />• Community Development Block Grant - Mitigation (CDBG-MIT) - <br />HUD <br />These grants aid in the implementation of mitigation measures <br />reducing or eliminating risks faced from disasters and natural hazards. <br />*Because formal adoption of the 2020 Miami -Dade County LMS Plan <br />is required by September 15, 2020, the effective date of the <br />Resolution is retroactively dated to September 14, 2020. <br />ATTACHMENTS: <br />Description <br />Resolution <br />2020 LMS Cover Sheets and TOC (Part I -VII) <br />Item Number: 10.J. <br />
