Russo, City Manager
FROM: Evelyn Trammell, Assistant to the City Manager
DATE: 9/17/2020
RE: Adoption of the Miami -Dade County 2020 Local
Mitigation Strategy Plan
RECOMMENDATION:
It is recommended that the City Commission adopts the 2020 Miami -
Dade County Local Mitigation Strategy Plan (LMS).
REASONS:
The Federal Emergency Management Agency (FEMA) and the State
of Florida requires an update of Miami -Dade County's Local Mitigation
Strategy Plan every 5 years to comply with the federal hazard
mitigation planning standards contained in 44 CFR 201.6(b) -(d). In
order to comply with this regulation, Miami -Dade County updated their
LMS and submitted it to the State for review. On August 26, 2020, the
State of Florida Department of Emergency Management confirmed
that 2020 Miami -Dade County LMS Plan is compliant with federal
standards and approved contingent on the formal adoption by
participating municipalities, by September 15,2020*.
Once the State of Florida Department of Emergency Management
confirms adoption of the 2020 Miami -Dade County LMS Plan by
participating municipalities, they will send all documentation to FEMA
who will issue formal approval of the 2020 Miami -Dade County LMS
Plan.
Adoption of the 2020 Miami -Dade County LMS Plan helps to fulfill
requirements for the application of federal grants such as:
• Hazard Mitigation Grant Program (HMGP) - FEMA
• Business Resilient Infrastructure and Communities (BRIC) - FEMA
• Flood Mitigation Assistance (FMA) - FEMA
• Community Development Block Grant - Mitigation (CDBG-MIT) -
HUD
These grants aid in the implementation of mitigation measures
reducing or eliminating risks faced from disasters and natural hazards.
*Because formal adoption of the 2020 Miami -Dade County LMS Plan
is required by September 15, 2020, the effective date of the
Resolution is retroactively dated to September 14, 2020.
ATTACHMENTS:
Description
Resolution
2020 LMS Cover Sheets and TOC (Part I -VII)
Item Number: 10.J.
