Russo, City Manager <br />Sylvia Flores, Director of Cultural & Community <br />FROM: <br />Services <br />DATE: <br />9/17/2020 <br />RE: <br />Ratifying Expenditures with Enviro-Master South Florida <br />RECOMMENDATION: <br />This item is presented for your consideration <br />REASONS: <br />In March 2020, Governor DeSantis declared a public health <br />emergency due to the COVID-19 pandemic. At that time, the City also <br />declared a state of emergency, as a result of the COVID-19 pandemic, <br />and began looking into ways to ensure the safety and well-being of our <br />employees and visitors to our facilities. <br />We began working with Enviro-Master of South Florida, to perform <br />weekly disinfection of City facilities and assets, including vehicles, <br />shuttle buses, and bus shelters. The product used, Vital Oxide, has <br />been approved by the EPA for use against SARS-CoV-2, the <br />coronavirus that causes COVID-19. <br />We began utilizing the service in March, and continued use of this <br />service weekly, until Friday, September 3rd. We now have purchased <br />the materials to be able to continue to this work in-house. <br />This resolution is to ratify the expenditures with this company during <br />that time, under the declared state of emergency, for an amount not to <br />exceed $110,000. <br />ADDITIONAL INFORMATION: <br />Enviro-Master performed these services at Four Cents ($0.04) per <br />square foot. While comparing pricing with other companies providing <br />similar service, this was the lowest price we found. <br />Under the current declared state of emergency, the City can utilize the <br />emergency exemption to the competitive bidding requirements <br />provided for in the code, 62-13(D): <br />Purchases arising out of or because of emergencies which shall be <br />defined as a situation, occurrence or matter necessitating immediate <br />or quick action and not permitting adequate time to utilize the <br />competitive bidding process. <br />FUNDING SOURCE: <br />The funding is available in various accounts <br />ATTACHMENTS: <br />
