Russo, City Manager <br /> <br /> <br />BACKGROUND <br /> <br />During the City’s 2016 Transportation Master Plan (TMP) process, Collins Avenue at 174th Street <br />was identified and recommended as a priority area for an elevated pedestrian overpass. <br />Therefore, the City applied for and received a matching grant from the Miami-Dade County <br />Transportation Planning Organization (TPO) to conduct a planning study for this project. <br /> <br />The scope of the grant was to undertake the planning and research, data collection, analysis <br />and conceptual illustrations efforts necessary for pedestrian and vehicular improvements into <br />and through Collins Avenue at 174th Street in coordination with Miami-Dade TPO, Miami-Dade <br />County Department of Transit and Public Works and the Florida Department of Transportation. <br /> <br />The study provides for a feasible alternative pedestrian route between the east and west sides <br />of Collins Avenue, as well as conceptual design ideas for a well-designed, appealing, usable, <br />and ADA accessible park overpass for pedestrians. <br /> <br />PROCESS <br /> <br />As part of the study and review process, a Study Advisory Committee (SAC) component was <br />created to guide the process and provide feedback. The SAC included City Staff and one <br />member each from the Miami-Dade Transportation Planning Organization, Miami-Dade <br />Department of Transit and Public Works and the Florida Department of Transportation. The SAC <br />provided valuable input, from the initial project kick-off to completion of the final report. This <br />extremely important task will most likely be the catalyst for greater pedestrian safety within the <br />central part of the City. Meetings of the Committee were held on October 3, 2018, including a <br />site visit; December 5, 2019 and January 30, 2019. In addition, a meeting between members of
