Engagement partners, manager, other supervisory staff and specialists may be changed <br />if those personnel leave the firm, are promoted or are assigned to another office. Those personnel <br />may also be changed for other reasons with the expressed prior written permission of the City of <br />Sunny Isles Beach. The City of Sunny Isles Beach retains the right to approve or reject <br />replacements. <br /> <br />2.6 FIRM’S MINIMUM QUALIFICIATION REQUIREMENTS <br />This RFP contains Minimum Qualification Requirements (MQRs) which the proposing Firm must <br />meet for the Firm’s response to be considered responsive. Please read the MQRs to ensure your <br />Firm meets these requirements prior to submitting a response to this RFP. Those qualifications <br />are: <br />a. Duly licensed under chapter 473 and qualified to conduct audits in accordance with <br />government auditing standards as adopted by the Florida Board of Accountancy. <br />Proposer shall submit copies of active license(s). <br /> <br />b. The proposer must submit proof of experience with at least three (3) government entities <br />within the last five (5) years in governmental accounting and auditing, as lead auditors. <br />The references provided with your proposal must be the same as the projects/contracts <br />submitted for this requirement. <br /> <br />c. The audit team supervisor (or equivalent) must have three (3) years of supervisory <br />experience. <br /> <br />d. The Firm must submit a copy of its two (2) most recent external quality control review <br />(peer review) reports performed within the last five (5) years with government entities. <br /> <br />e. The proposer must meet applicable independence criteria requirements including, but <br />not limited to, Government Auditing Standards issued by the Comptroller General of the <br />United States of America (The Yellow Book), Section 473.315, Florida Statutes <br />(Independence) and 61H1-21.001, Florida Administrative Code, Independence. <br />The Proposer shall provide with their proposal a statement that they meet the <br />appropriate criteria for independence. <br /> <br />At all times during the term of the Agreement, Contractor shall have in full force and effect all <br />licenses required of it by law for performance of the services hereunder. <br /> <br />2.7 COST PROPOSAL <br /> <br />The cost proposal should contain all pricing information relative to performing the audit service <br />as described in this RFP. If a Proposal is awarded a contract under this solicitation, the price shall <br />remain fixed and firm during the contract term. The total all-inclusive maximum price to be
