Engagement partners, manager, other supervisory staff and specialists may be changed if those personnel leave the firm, are promoted or are assigned to another office. Those personnel may also be changed for other reasons with the expressed prior written permission of the City of Sunny Isles Beach. The City of Sunny Isles Beach retains the right to approve or reject replacements. 2.6 FIRM’S MINIMUM QUALIFICIATION REQUIREMENTS This RFP contains Minimum Qualification Requirements (MQRs) which the proposing Firm must meet for the Firm’s response to be considered responsive. Please read the MQRs to ensure your Firm meets these requirements prior to submitting a response to this RFP. Those qualifications are: a. Duly licensed under chapter 473 and qualified to conduct audits in accordance with government auditing standards as adopted by the Florida Board of Accountancy. Proposer shall submit copies of active license(s). b. The proposer must submit proof of experience with at least three (3) government entities within the last five (5) years in governmental accounting and auditing, as lead auditors. The references provided with your proposal must be the same as the projects/contracts submitted for this requirement. c. The audit team supervisor (or equivalent) must have three (3) years of supervisory experience. d. The Firm must submit a copy of its two (2) most recent external quality control review (peer review) reports performed within the last five (5) years with government entities. e. The proposer must meet applicable independence criteria requirements including, but not limited to, Government Auditing Standards issued by the Comptroller General of the United States of America (The Yellow Book), Section 473.315, Florida Statutes (Independence) and 61H1-21.001, Florida Administrative Code, Independence. The Proposer shall provide with their proposal a statement that they meet the appropriate criteria for independence. At all times during the term of the Agreement, Contractor shall have in full force and effect all licenses required of it by law for performance of the services hereunder. 2.7 COST PROPOSAL The cost proposal should contain all pricing information relative to performing the audit service as described in this RFP.
