City of Sunny Isles Beach |Request for Proposal No. 22-02-01 9 SECTION 2 SPECIAL TERMS AND CONDITIONS 2.1 PURPOSE OF BID The City of Sunny Isles Beach, Florida, (the "City") a municipality located in Miami-Dade County, Florida, is requesting proposals for Professional Auditing Services ("Services"), from qualified independent Certified Public Accountants (“Firms” / “Proposers” / “Bidder” / “Vendor” / “Contractor”), licensed in Florida, to audit its financial statements. The City intends to continue to prepare financial statements in conformity with accounting principles generally accepted in the United States of America (GAAP). This is a Financial Audit as required under Section 218.39, Florida Statutes. This RFP for annual independent audit services is also being solicited in accordance with the City of Sunny Isles Beach Municipal Charter § C-4.10. - Independent Audit. The single audit will be performed in accordance with auditing standards generally accepted in the United States of America; the standards applicable to financial audits contained in Government Auditing Standards, issued by the Comptroller General of the United States, the provisions of 2 CFR 200 Uniform Administrative Requirements, Cost Principles and Audit Requirements for Federal Awards 2014 (replaces OMB Circular A 133), and Chapter 10.550 Rules of the Auditor General and the Office of Management and Budget's (OMB) Uniform Administrative Requirements, Cost Principles, and Audit Requirements for Federal Awards. 2.2 VIRTUAL PRE-PROPOSAL CONFERENCE A virtual non-mandatory pre-proposal conference is scheduled for the time and location shown herein on THURSDAY, FEBRUARY 17, 2022 AT 2:00 PM Eastern Time (US and Canada). It is not mandatory that Firms attend the pre-proposal conference. No claim of ignorance by the firm of conditions that exist, or that may hereinafter exist as a result of failure to make the necessary examinations or investigations or failure to fulfill in every detail the requirements of the contract documents, will be accepted as basis for varying the requirements of the City of Sunny Isles Beach.
