ORDINANCE NO. 2022 - 158� AN ORDINANCE OF THE CITY COMMISSION OF THE CITY OF SUNNY ISLES BEACH, FLORIDA, AMENDING ORDINANCE NO. 2021-574; APPROVING BUDGET AMENDMENT NO. BA2022-01 TO THE CITY'S OPERATING AND CAPITAL IMPROVEMENT BUDGET FOR THE 2021-2022 FISCAL YEAR - GENERAL FUND, STREET MAINTENANCE & CONSTRUCTION FUND, BUILDING FUND, PUBLIC ART TRUST FUND, SPECIAL REVENUE FUND, CAPITAL PROJECTS FUND, STORMWATER FUND AND STORMWATER CAPITAL FUND; AUTHORIZING THE CITY MANAGER TO DO ALL THINGS NECESSARY TO IMPLEMENT THE TERMS AND CONDITIONS OF THIS ORDINANCE; PROVIDING FOR AN EFFECTIVE DATE. WHEREAS, in accordance with Sections 200.065 and 166.241, Florida Statutes and the City Charter, the City Commission adopted the Budget for Fiscal Year 2021-2022 ("Budget") by Ordinance No. 2021-574; and WHEREAS, the City's Finance Director has determined a need to amend the Budget for: (1) unaudited fund balance carryovers from the prior fiscal year; (2) purchase order carryovers from the prior fiscal year and other expenditure appropriations; (3) routine transfers between existing budgeted expenditure accounts for actual expenditures; (4) transfers from the Human Resources budget to the Police Department budget for FY 2021/22 Police/PBA step plan raises; (5) appropriations to the Human Resources budget for the estimated implementation costs of the Evergreen salary study; (6) modifications to appropriations for staffing changes and leave payouts to terminated employees (City Manager's Office, Finance/Purchasing and Human Resources); (7) record FY 2021/22 American Rescue Plan Act revenue received and appropriations for COVID expenses and allowable capital projects; (8) individual capital project carryovers from 09/30/2021 to 10/01/2021 - Capital Projects Fund and Stormwater Capital Fund; (9) appropriations necessary for the purchase of 18500 Collins Ave (Navarro Property) in the Capital Projects fund and related operational rental revenue and anticipated expenditures for FY 2021/22 in the General Fund; and (10) appropriations for the upgrade of the public restroom facilities at the Bill Lone beach access; and WHEREAS, the City Commission has determined that it is necessary to amend the Budget, as set forth in Exhibit "A", based upon the review and analysis provided by the Finance Director. NOW, THEREFORE, BE IT ORDAINED BY THE CITY COMMISSION OF THE CITY OF SUNNY ISLES BEACH, FLORIDA, AS FOLLOWS: Section 1. Incorporation of Recitals. The foregoing "WHEREAS" clauses are hereby ratified and confirmed as being true and correct and are hereby made a specific part by this Ordinance upon adoption hereof. Section 2. Budget Amendment. The Budget for Fiscal Year 2021-2022 adopted by Ordinance No. 2021-574 is amended as Amendment No. BA2022-01 to reflect the revisions in Exhibit "A". All other terms and conditions of Ordinance No. 2021-574 not otherwise amended by this Ordinance shall remain in full force and effect. @BCL@BCOE78CE.doc Page 1 of 2
