ORDINANCE NO. 2023 - AN ORDINANCE OF THE CITY COMMISSION OF THE CITY OF SUNNY ISLES BEACH, FLORIDA, AMENDING ORDINANCE NO. 2022-595; APPROVING BUDGET AMENDMENT NO. BA2223-02 TO THE CITY'S OPERATING AND CAPITAL IMPROVEMENT BUDGET FOR THE 2022-2023 FISCAL YEAR - GENERAL FUND, STREET MAINTENANCE & CONSTRUCTION FUND, SPECIAL REVENUE FUND, CAPITAL PROJECTS FUND, AND STORMWATER OPERATIONS FUND; AUTHORIZING THE CITY MANAGER TO DO ALL THINGS NECESSARY TO IMPLEMENT THE TERMS AND CONDITIONS OF THIS ORDINANCE; PROVIDING FOR AN EFFECTIVE DATE. WHEREAS, in accordance with Sections 200.065 and 166.241, Florida Statutes, and the City Charter, the City Commission adopted the budget for Fiscal Year 2022-2023 ("Budget") by Ordinance No. 2022-595; and WHEREAS, the City's Finance Director has determined a need to amend the Budget for: (1) unaudited fund balance carryovers from prior fiscal year for all funds; (2) purchase order carryovers from prior fiscal year; (3) routine transfers between existing budgeted accounts to account for actual expenditure needs for FY 2022-2023; (4) budget increases to Revenues for actual amounts received; (5) transfers to the ARPA Fund for actual ARPA revenues and eligible ARPA expenditures incurred for FY 2022-2023; (6) increase funds for Commission Retroactive salary increases per the Consumer Price Index (CPI); (7) transfer funds from HR to Police Department for FY 2022/23 PBA/Step Plan Raises; (8) transfers Out to Capital Projects from General Fund to increase appropriations for the Atlantic Isles Bridge Rehabilitation and the Golden Shores Pump Station projects; (9) increase funds for the purchase of a bus, van, and dump truck; price increase for a Bus on order and related graphics for these vehicles; (10) individual capital project budget carryovers as of 9/30/2022 to 10/01/22 - Capital Projects Fund and Stormwater Capital Fund; and WHEREAS, the City Commission has determined that it is necessary to amend the Budget, as set forth in Exhibit "A", based upon the review and analysis provided by the Finance Director. NOW, THEREFORE, BE IT ORDAINED BY THE CITY COMMISSION OF THE CITY OF SUNNY ISLES BEACH, FLORIDA, AS FOLLOWS: Section 1. Incorporation of Recitals. The foregoing "WHEREAS" clauses are hereby ratified and confirmed as being true and correct and are hereby made a specific part by this Ordinance upon adoption hereof. Section 2. Budget Amendment. The Budget for Fiscal Year 2022-2023 adopted by Ordinance No. 2022-595 is hereby amended as Amendment No. BA2223-02 to reflect the revisions in Exhibit "A". All other terms and conditions of Ordinance No. 2022-595 not otherwise amended by this Ordinance shall remain in full force and effect. @BCL@A40915DA.doc Page 1 of 2
