RESOLUTION NO. 2024 - &- <br />A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF SUNNY ISLES BEACH, <br />FLORIDA, EXPRESSING SUPPORT OF FLORIDA SENATE BILLS 750 AND 752, AND <br />FLORIDA HOUSE OF REPRESENTATIVES BILLS 697 AND 699; DIRECTING THE CITY <br />CLERK TO DISTRIBUTE COPIES OF THIS RESOLUTION TO THE FLORIDA LEAGUE OF <br />CITIES, THE PRESIDENT OF THE FLORIDA SENATE, THE SPEAKER OF FLORIDA <br />HOUSE OF REPRESENTATIVES, AND THE GOVERNOR OF THE STATE OF FLORIDA; <br />AUTHORIZING THE CITY MANAGER TO DO ALL THINGS NECESSARY TO <br />EFFECTUATE THIS RESOLUTION; PROVIDING FOR AN EFFECTIVE DATE. <br />WHEREAS, the purpose of government is to protect the rights of the people, including <br />life, liberty, and the pursuit of happiness; and <br />WHEREAS, Article IX of the Bill of Rights of the United States states that, "The <br />enumeration in the Constitution, of certain rights, shall not be construed to deny or disparage <br />others retained by the people."; and <br />WHEREAS, Article I, Section 9, Clause 6, states that, "No Money shall be drawn from the <br />Treasury, but in Consequence of Appropriations made by Law..."; and <br />WHEREAS, Article I, Section 10, Clause 1 of the United States Constitution says in part, <br />"No State shall ... make any Thing but gold and silver Coin a Tender in Payment of Debts..."; and <br />WHEREAS, inflation is a result of the expansion of the currency supply and a monetary <br />policy that has abandoned the gold standard, among other factors; and <br />WHEREAS, the federal government and the Federal Reserve have indicated the desire to <br />create a Central Bank Digital Currency ("CBDC"); and <br />WHEREAS, the State of Florida does not define CBDC as money, as of the signing of HB <br />7049 into law in 2023; and <br />WHEREAS, adopting a CBDC could potentially lead to greater central oversight of financial <br />transactions and negatively impacting the financial autonomy and freedom of the American <br />people; and <br />WHEREAS, the State of Florida has a constitutional right and authority to make gold and <br />silver legal tender within the state, and it has the right to establish gold and silver -backed <br />currencies as, "Tender in Payment of Debts"; and <br />WHEREAS, Representative Doug Bankson and Representative Chip LaMarca introduced <br />and filed The Sound Money Act, HB 697 & HB 699, into the House; and <br />WHEREAS, Senator Ana -Maria Rodriguez introduced and filed The Sound Money Act, SB <br />750 & SB 752, into the Senate; and <br />@BCL@5COBAD4C.docx Page 1 of 3 <br />
