RESOLUTION NO. 2024 - 31< <br />A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF SUNNY ISLES BEACH, <br />FLORIDA, EXPRESSING SUPPORT OF FLORIDA SENATE BILL 688 RELATING TO <br />ALTERNATIVE MOBILITY FUNDING SYSTEMS; DIRECTING THE CITY CLERK TO <br />DISTIBUTE COPIES OF THIS RESOLUTION TO THE FLORIDA LEAGUE OF CITIES, THE <br />PRESIDENT OF THE FLORIDA SENATE, SPEAKER OF THE FLORIDA HOUSE OF <br />REPRESENTATIVES, AND THE GOVERNOR OF THE STATE OF FLORIDA; <br />AUTHORIZING THE CITY MANAGER TO DO ALL THINGS NECESSARY TO <br />EFFECTUATE THIS RESOLUTION; PROVIDING FOR AN EFFECTIVE DATE. <br />WHEREAS, Florida Senator Jonathan Martin has introduced Senate Bill 688 relating to <br />alternative mobility funding systems ("SB 688"); and <br />WHEREAS, SB 688 proposes significant reforms in the management of transportation <br />systems and urban development, including the establishment of alternative mobility funding <br />systems; and <br />WHEREAS, SB 688 provides clear definitions for "mobility fee" and "mobility plan" within <br />the Community Planning Act, fostering better understanding and implementation; and <br />WHEREAS, SB 688 mandates the use of localized data for the calculation of impact fees <br />by local governments, ensuring more accurate and relevant fee assessments; and <br />WHEREAS, SB 688 stipulates that development projects, upon satisfying their <br />proportionate -share contribution, must be allowed to proceed, streamlining development <br />processes; and <br />WHEREAS, SB 688 prevents local governments from imposing multiple charges for the <br />same transportation impact; and <br />WHEREAS, SB 688 promotes equitable distribution of transportation impact fees and <br />encourages development that is compact, mixed-use, and energy-efficient; and <br />WHEREAS, the City of Sunny Isles Beach finds that it is in the best interest of its residents <br />to support SB 688, recognizing the potential of these provisions to improve transportation <br />infrastructure and support sustainable growth in our community. <br />NOW, THEREFORE, BE RESOLVED BY THE CITY COMMISSION OF THE CITY OF SUNNY <br />ISLES BEACH, FLORIDA, AS FOLLOWS: <br />Section 1.
