fi t F�,qR S <br />City of Sunny Isles Beach <br />18070 Collins Avenue <br />Sunny Isles Beach, Florida 33160 <br />(305) 947-0606 City Hall <br />(305)949-3113 Fax <br />MEMORANDUM <br />TO: Honorable Mayor and City Commissioners <br />FROM: Stan Morris, City Manager <br />DATE: April 18, 2024 <br />RE: Approving the Evaluation Committee Recommendation on LOI # 24-03-24 <br />CafA© Design -Build, Lease and Operations at 18050 Collins Avenue <br />(Government Annex) <br />RECOMMENDATION: <br />Staff recommends approval of this Resolution. <br />REASONS: <br />On March 1, 2024, the city issued a Letter of Interest titled: LOI # 24-03-24 Cafe Design -Build, Lease and <br />Operations at 18050 Collins Avenue (Government Annex). The purpose of this LOI request was to <br />identify potential firms that are interested in engaging with the city to design-build/operate and lease a <br />food operation space. During this LOI process, (subject to the Cone of Silence) the city did not provide <br />minimum leasing terms. The intent of this process was to tap into the market and identify interest for <br />this proposed endeavor, requiring a design -build component. As such, the awarded cafe firm must work <br />in conjunction with the city's architectural firm to develop design -specifications that will be used to go <br />out for bid. <br />The following process was taken: <br />• LOI was released and distributed to city's social media, DemandStar and the Florida Restaurant & <br />Lodging Association (FRLA) database of Miami -Dade Restaurants. <br />• On March 8, 2024 the city held a non -mandatory site-visit/pre-proposal conference at the <br />Government Annex for interested firms to ask any questions. <br />• The city created an evaluation committee meeting, which consisted of three city staff members, <br />with expertise in Finance, Marketing and Code Compliance Requirements. <br />• On Friday, March 15th, five (5) firms responded to the LOI: HZIP, Negroni, Roasters N' Toasters, <br />Item Number: 10.0 <br />51 <br />
