representatives shall have no power to act for or on behalf of the Commission, or to make any <br />commitment or binding obligation on behalf of the Commission or the City. Such <br />representatives shall report in writing to the Commission with regard to such meeting, <br />conference or other occasion. Nothing in this section shall prohibit the Mayor from appointing, <br />subject to Commission approval, delegates to certain organizations as specified by resolution. <br />§ 74-24. Vendor Presentations Prohibited. <br />Vendors are prohibited from making presentations, delivering sales _pitches, or promoting <br />products or services to the City Commission during regular meetings, special meetings. and <br />workshops. This includes, but is not limited to, any form of advertisement, solicitation. <br />endorsement, product demonstration, or any attempt to market, sell, or encourage the <br />purchase or utilization of goods or services. All discussions during these meetings must center <br />on the transaction of official city business. without any form of commercial promotion or <br />solicitation by third parties. Vendors wishing to transact business with the City shall only do so <br />in accordance with the provisions of Chapter 62 of this Code. <br />This section does not prohibit a vendor from scheduling separate, individual meetings with City <br />Commissioners, provided that said vendors first register as lobbyist in accordance with section <br />33-2 of this Code. <br />§ 744425. - Noncompliance with procedural rules. <br />If a procedural rule of this Board is not complied with as a result of either mistake, inadvertence <br />or excusable neglect, as those terms are defined by law, by either the presiding officer or the <br />parliamentarian, then the validity of the underlying substantive ordinance, resolution, motion or <br />other action shall in no way be affected thereby, and the failure of compliance with said <br />procedural rule shall not be the basis for any person or party to challenge any ordinance, <br />resolution or other action of this Board. <br />Section 3. Severability. The provisions of this Ordinance are declared to be severable and if <br />any section, sentence, clause or phrase of this Ordinance shall for any reason be held to be <br />invalid or unconstitutional, such decision shall not affect the validity of the remaining sections, <br />sentences, clause, and phrases of this Ordinance but they shall remain in effect, it being the <br />legislative intent that this Ordinance shall stand notwithstanding the invalidity of any part. <br />Section 4. Inclusion in the Code. It is the intention of the Commission, and it is hereby <br />ordained, that the provisions of this Ordinance shall become and be made a part of the code of <br />the City of Sunny Isles Beach, Florida; and that the sections of this Ordinance may be <br />renumbered or relettered to accomplish such intentions; and that the word "ordinance" shall be <br />changed to "section" or other appropriate word, as required. <br />Section 5.
