<br />III. REQUEST
<br />Pursuant to Section §265-18 and §265-35 of the City of Sunny Isles Beach Land
<br />Development Regulations, the Applicant is seeking a Site Plan Modification for the project
<br />"St. Regis Residences" formerly known as, "La Playa Beach" and "La Playa Varadero."
<br />The proposed modification is to decrease the density from 490 units to 361 units, to
<br />modify the building amenities to include 14 cabanas and 10 guest suites, decrease the
<br />Beach Bar and Grill from 5,200 sq. ft. to 4,207 sq. ft., reduce the public restaurant space
<br />from 8,462 sq. ft. to 7,193 sq. ft., convert 5,170 sq. ft. of residential amenity area to 1,068
<br />sq. ft. of commercial use, and add one level of below -grade parking to Tower 2.
<br />IV. PLANNING REVIEW
<br />On November 19, 2015, per Resolution 15-Z-156, the Applicant received site plan
<br />approval for two 56 -story towers consisting of 431 residential condominiums, 60 hotel
<br />units and 90 apartment -hotel units with a total of 1,228,435 square feet of floor area.
<br />On April 21, 2016, per Resolution 16-Z-158, the Applicant received site plan modification
<br />approval for two 56 -story towers consisting of 490 residential condominiums, 12 cabanas,
<br />7,781 square feet of restaurant space, 7,780 square feet office space and 1,850 square
<br />feet of retail space and 1,228,154 square feet of floor area.
<br />On February 17, 2022, per Resolution 22-Z-189, the Applicant received another site plan
<br />modification approval for two 62 -story towers consisting of 490 residential condominiums,
<br />an 8,000 square foot private members club, a 5,200 square foot beach bar and grill
<br />restaurant, an 8,462 square foot public restaurant, 17 cabanas, 13 guest suites, and a
<br />shared parking agreement between the spa and restaurant uses.
<br />The proposed modification is consistent with Future Land Use Element Policy 14B, which
<br />establishes the maximum floor area ratio and density for the Mixed Use — Resort/High
<br />Density future land use category. There is no proposed increase in the floor area ratio
<br />and the modification proposes to decrease the number of dwelling units to 361. The
<br />maximum number of dwelling units permissible by the Comprehensive Plan is 490.
<br />V. ZONING SITE PLAN REVIEW
<br />The following is an analysis of the proposed site plan with the site development standards
<br />of the MU -R, "Mixed Use - Resort" zoning district, and other applicable Land Development
<br />Regulations.
<br />The plans reviewed are on file, and may be examined, in the City Clerk's Office and are
<br />entitled "St. Regis Residences", prepared by Arquitectonica, stamped received on
<br />January 10, 2025, consisting of 82 sheets. Additionally, the landscaping plans entitled "St.
<br />Regis Sunny Isles Residences", prepared by EDSA, stamped received on December 6,
<br />2024, consisting of 55 sheets. The civil plans entitled "St. Regis Residences", prepared
<br />by Fortin, Leavy, Skiles, Inc., stamped received on June 7, 2024, consisting of 12 sheets.
