orTx 4� s��+ "fib <br />City of Sunny Isles Beach <br />18070 Collins Avenue <br />Sunny Isles Beach, Florida 33160 <br />(305) 947-0606 City Hall <br />(305) 949-3113 Fax <br />MEMORANDUM <br />TO: Honorable Mayor and City Commissioners <br />VIA: Stan Morris, City Manager <br />FROM: Edward Santiago, Chief of Police <br />DATE: February 19, 2026 <br />RE: Expend DOJ Funds for the Purchase of Police Vehicles and Equipment, <br />Technology Equipment, and Officer Wellness Services <br />RECOMMENDATION: <br />Staff recommends approval of this Resolution. <br />REASONS: <br />The Police Department requests authorization to expend Department of Justice (DOJ) Forfeiture Funds <br />in an amount not to exceed $210,297.00 to support officer wellness initiatives, fleet enhancements, and <br />critical technology needs. This request includes funding the first -year cost of the Sharp Performance <br />mental performance and wellness platform in the amount of $20,700.00, which provides sworn and <br />civilian personnel with continuous access to peer support, performance coaches, chaplains, and <br />resilience training resources. <br />Authorization is also requested for the purchase of two 2026 Chevrolet Tahoe 4WD RST police vehicles <br />for Command Staff at a total cost not to exceed $154,597.00, inclusive of required police equipment. <br />Upon delivery, existing Command Staff vehicles will be reassigned to the Special Enforcement Unit to <br />maximize fleet utilization and operational efficiency. Additional requests include the purchase of two <br />laptop computers —one for the General Investigations Unit to support Cellebrite digital forensic <br />software and one for police technology operations —at a total cost not to exceed $15,000.00. Funding of <br />up to $20,000.00 is also requested for police vehicle emergency equipment for incoming unmarked <br />police vehicles. Approval of these expenditures will enhance officer wellness, operational readiness, <br />investigative capabilities, and overall public safety while ensuring DOJ Forfeiture Funds are utilized in <br />Item Number: 9.0 <br />636 <br />
