FTY 4F SVN T� <br />City of Sunny Isles Beach <br />18070 Collins Avenue <br />Sunny Isles Beach, Florida 33160 <br />(305) 947-0606 City Hall <br />(305) 949-3113 Fax <br />MEMORANDUM <br />TO: Honorable Mayor and City Commissioners <br />VIA: Stan Morris, City Manager <br />FROM: Julio Davila, Code Compliance Manager <br />DATE: February 19, 2026 <br />RE: Authorization to Expend Budgeted Funds for the Purchase of (3) 2026 Toyota <br />RAV4 LE Hybrid Vehicles AW D from Seminole Toyota <br />RECOMMENDATION: <br />Staff recommends the approval of the attached Resolution. <br />REASONS: <br />Contingent upon approval of the second budget reading on February 19, 2026, the Code Compliance <br />Division seeks authorization to purchase three (3) 2026 Toyota RAV4 LE Hybrid AWD vehicles from <br />Seminole Toyota, in an amount not to exceed $100,299. An additional $5,000 is requested to cover any <br />unforeseen changes in the vehicle industry, for a total not to exceed $105,299. <br />ADDITIONAL INFORMATION: <br />In 2025, the Code Compliance Division retired two vehicles that would be ten years old today. Although <br />they should have been replaced at approximately the seven year mark, they were kept in service longer <br />to reduce budgetary impacts. <br />Vehicle #1605 developed transmission issues and other problems where the cost to repair would have <br />exceeded the vehicle's value. Vehicle #1607 had a part in disrepair that is no longer made. Both vehicles <br />have been sold. Currently, vehicles #s 1608 & 1720 are ten (10) and nine (9) years old, respectively, and <br />have developed a stalling problem that cannot be repaired. <br />This year, Code will be installing License Plate Reader (LPR) cameras on the parking enforcement <br />vehicles to increase enforcement efficiency and revenue growth.
