The position, which had previously reported to the City Manager, was elevated <br />to report directly to the City Commission, placing it alongside the City Manager and City Attorney as one <br />of three Charter Officer positions. Despite this significant change in the scope, accountability, and <br />standing of the office, no salary adjustment was made at the time of the transition to reflect its elevated <br />status and responsibility. <br />On January 18, 2024, pursuant to Resolution No. 2024-3612, the City Commission formally appointed <br />Mauricio Betancur as City Clerk and approved an Employment Agreement with an initial annual base <br />salary of $148,899.11, a figure that carried forward from the prior structure without adjustment for the <br />Charter elevation. The Agreement provides for annual cost -of -living adjustments of three percent (3%), <br />which have been applied accordingly, bringing the current base salary to $157,967.00. The Agreement <br />also provides for an annual review to determine merit adjustments; however, since the appointment in <br />January 2024, no such review has been conducted and no merit increase has been awarded. This <br />resolution presents the first merit adjustment for the Commission's consideration. <br />Market Comparison <br />The Miami -Dade County Municipal Clerks' Association conducts an annual salary survey of all municipal <br />clerks in the county.
