City of Sunny Isles Beach <br />18070 Collins Avenue <br />Sunny Isles Beach, Florida 33160 <br />HF, `AgatfL0 9s 4�e <br />C']'p OF SVN ^?yO (305) 947-0606 City Hall <br />(305) 949-3113 Fax <br />MEMORANDUM <br />TO: Honorable Mayor and City Commissioners <br />VIA: Stan Morris, City Manager <br />FROM: Genesis Cuevas, Procurement Director <br />i <br />DATE: May 14, 2026 <br />RE: Approval of a First Amendment to the Agreement with Philips Heavy, inc., <br />Formerly Known as Phillips & Jordan, Inc., as the Secondary Contractor, to <br />Provide Disaster Debris Management and Removal Services <br />RECOMMENDATION: <br />Staff presents this item for Commission consideration. <br />REASONS: <br />The City of Sunny Isles Beach released an Invitation to Bid (ITB) seeking qualified, experienced and <br />licensed firm(s) hereinafter referred to as the Contractor (the "Contractor" or Debris Management <br />Contractor (the "DMC") to remove, process, and lawfully dispose of disaster generated debris from <br />public property and public rights -of -way in response to an emergency event. Such events include but is <br />not limited to, hurricanes, tornadoes, windstorms, floods, and fires or manmade disaster(s) such as civil <br />unrest and terrorist attacks. Contractor shall provide all expertise, personnel, tools, materials, <br />equipment, transportation, supervision and all other services to rapidly respond to volumes of wide <br />scale debris. The City awarded a Primary and a Secondary Contractor for these services in order to <br />insure adequate resources at the time of an event. <br />There is no guarantee that a Notice to Proceed (NTP) will be issued under the awarded agreement, <br />NTP's will only be executed in the event of a declared emergency. <br />As a result of the ITB in 2023, Resolution #2023-3514 awarded the lowest responsible and responsive <br />Item Number: 9.F <br />446 <br />
