2. Qualifications <br />Proposer's relevant experience, qualifications and past performance. Any certificates shall be included with the <br />solicitation submission and any amendments or renewals. <br />• An explanation of why the Proposer is the best qualified to perform the contract and demonstrate its qualifications <br />including an item -by -item disclosure outlining how the firm meets or exceeds the requirements of this RFP <br />• Availability <br />• Policy development, bill tracking, and legislative analysis <br />• Representation before the Florida Legislature, U.S. Congress, and administrative agencies <br />• Potential conflicts of interests <br />• Engagement with organizations such as the Florida League of Cities and National League of Cities <br />• Department of Business and Professional Regulation (DBPR) License, if applicable <br />• Active Sunbiz Registration <br />Ronald L. Book, P.A. fully satisfies and exceeds the Minimum Qualification Requirements set <br />forth in Section 2.3 of the City's RFP. The firm has represented well over three Florida <br />governmental entities within the past five years and currently serves more than 40 local <br />governments statewide, including until a few months ago, the City of Sunny Isles Beach since <br />2000. This longstanding representation reflects both continuity and demonstrated success in <br />advancing municipal legislative and appropriations priorities. <br />Key personnel assigned to the City meet and exceed the RFP's experience thresholds, with decades <br />of documented service to Florida governmental clients, including direct appropriations and policy <br />advocacy before the Florida Legislature and executive agencies. The firm has secured more than <br />150 local government funding requests in the past five years alone, resulting in hundreds of <br />millions of dollars in appropriations across infrastructure, environmental, and programmatic <br />initiatives. Notably, this includes $750,000 for Sunny Isles Beach for Bella Vista Bay Park Seawall <br />Improvements, demonstrating direct performance for the City. <br />The firm's services directly align with the Scope of Services outlined in Section 3, including <br />development of annual legislative action plans, bill monitoring, strategic advisement, coordination <br />with state agencies, and appropriations advocacy. Representation extends before the Florida <br />Legislature, relevant committees, and executive branch leadership to ensure legislative priorities <br />are introduced, advanced, and preserved through final budget adoption. <br />Ronald L. Book, P.A. maintains active professional registrations, complies with all statutory and <br />licensing requirements, and provides transparent disclosure of its governmental client portfolio to <br />ensure no material conflicts of interest exist. The firm's structure ensures consistent availability to <br />City leadership and proactive engagement throughout the legislative cycle. Collectively, this <br />experience, capacity, and documented performance demonstrate that the firm is exceptionally well <br />qualified to serve as the City's state lobbying representative. <br />
