That the proper City officials are hereby authorized to execute said <br />Agreement with Port Consolidated, Inc. pursuant to RFP E-13-17. <br />SECTION 3. If any provision of this Ordinance or the application thereof to any person <br />or circumstance is held invalid, such invalidity shall not affect other provisions or applications of <br />this Ordinance that can be given effect without the invalid provision or application, and to this <br />end the provisions of this Ordinance are declared to be severable. <br />SECTION 4.
