and maintain the City's DFR program. The total cost of the agreement is $1,676,556.40. In addition, a <br />10% contingency in the amount of $167,655.64 is requested to address unforeseen costs, additional <br />equipment needs, software enhancements, regulatory requirements, or operational adjustments that <br />may arise during implementation and throughout the term of the agreement. The total authorization <br />request is therefore $1,844,212.04. <br />Axon Enterprise, Inc. has been identified as the sole source provider for the proposed DFR solution. The <br />Axon DFR platform, associated software ecosystem, and integrated Skydio F10 deployment <br />architecture are proprietary and uniquely configured to provide the capabilities required by the Police <br />Department. <br />Additionally, historical drone equipment and software purchased from Axon have been procured via <br />Sourcewell, a co-operative government platform, Contract #101223-AXN, titled: Public safety video <br />surveillance. According to Sourcewell, regarding this specific purchase, the F10 SKUs are not formalized <br />yet, and are expected to be sent to Sourcewell through a price and product change form in September — <br />October 2026. Furthermore, the Police Department has confirmed that the quoted items are priced <br />more competitively and offer greater discounts than the anticipated Sourcewell piggyback rates. <br />Additionally, the Procurement Department verified the sole -source procurement through a Notice of <br />Intentto purchase from Axon, which was publicly posted on DemandStar.com. <br />Staff recommends approval of the agreement with Axon Enterprise, Inc. in an amount not to exceed <br />$1,844,212.04, including contingency, for a 60-month term. The implementation of the Drone as First <br />Responder program utilizing the Skydio F10 platform will significantly enhance the City's emergency <br />response capabilities by providing rapid aerial deployment, real-time intelligence, expanded area <br />coverage, and improved operational effectiveness for public safety personnel. <br />FUNDING SOURCE: <br />Funds have been appropriated in Account 300-5-5390-465110-99003 for the initial year, with funding <br />for subsequent years to be included in each annual fiscal budget. <br />ATTACHMENTS: <br />Addendum - Axon Enterprises <br />Quote - Axon Enterprises <br />Sole Source Letter - Axon Enterprises <br />Item Number: 9.D <br />148 <br />
