Summary Minutes:Regular City Commission Meeting March 19.2013 City of Sunny Isles Beach,Florida <br /> going to end up with a Comprehensive Traffic Study, and look at signalization and <br /> everything that is a part of that. What has been interesting is that we have all been coming up <br /> with little fixes that we think could have an impact but ultimately we have got to look at it <br /> holistically but he has no issues with directing staff to basically put something like this in <br /> front of FDOT and see what they have to say. That is the outcome of this, we are not voting <br /> on it as it is just a presentation. Clearly when we do our Traffic Study and looking at the rest <br /> of the City it is something that we are certainly going to present to the Consultants as well. <br /> The thing that is frustrating him as Vice Mayor Gatto pointed out,and it is the reason why he <br /> has always been against the pedestrian bridge in Winston Towers being vehicular because we <br /> don't want to use interior streets as secondary means of ingress and egress from major <br /> arteries in the City, and basically that is what is happening here. They are going down 174th <br /> Street to make the U-turn because you don't have the advantage on Collins Avenue. He <br /> thinks that anytime that we can prevent that it is very important to be able to try to do that. <br /> He thanked everyone again. <br /> City Manager Russo said we expect to have that Comprehensive Traffic Proposal before the <br /> Commission at the next meeting [April 16, 2015]. <br /> 6. ZONING: ZONING HEARINGS ARE QUASI-JUDICIAL PUBLIC HEARINGS. <br /> None <br /> 7. ORDINANCES FOR FIRST READING <br /> 7A. An Ordinance of the City Commission of the City of Sunny Isles Beach, Florida, Amending <br /> Ordinance No. 2014-436;Amending the City's Budget No. BA1415-03 for the 2014-2015 <br /> Fiscal Year—General Fund: Authorizing the City Manager to Do All Things Necessary to <br /> Implement the Terms and Conditions of this Ordinance; and Providing for an Effective Date. <br /> Action: City Clerk Hines read the title, and Finance Director Audra Curts-Whann reported <br /> that our budget is a living document so as we become aware ofchanges we will present to the <br /> Commission periodically amendments to that budget. We have some additional budgetary <br /> needs that we have not anticipated. We have a reduction in some budget revenue and we <br /> have done some reclassifications. <br /> Commissioner Levin said that it says reason for budget item C. "Increase Planning and <br /> Zoning professional services budget for estimated costs of Heritage Park/Gateway Park re- <br /> platting...",what does re-platting mean? As a real estate attorney it means something to her <br /> but she doesn't know if it means the same thine here. Mayor Scholl said it is what it means <br /> to you. City Attorney Ottinot said when we bought Heritage Park and also Gateway Park <br /> basically we assembled a number of parcels with different folio numbers, in order to ensure <br /> that we received a State grant where they platted the parks to ensure that the public use is <br /> exempt from taxation as private use. <br /> Public Speakers: None <br /> Commissioner Aelion moved and Vice Mayor Gatto seconded a motion to approve the <br /> proposed Ordinance on first reading.
