Craig A. <br /> Smith & Associates (CAS) has performed its review of the bid proposals received for the NE 174th Street <br /> Roadway Improvements Project. Our review strictly tabulates bid item totals and evaluates the overall submittal <br /> packages from the submitted bids. Based on the copies of the contract forms provided, we have also reviewed <br /> the bid proposals for completeness, including addendum acknowledgements, project methodology, and bid <br /> guarantee. Based on our review, Florida Engineering and Development, Corporation (FED) is the apparent <br /> lowest and most responsive-responsible bidder with a bid total price of $2,965,750.20. This bid price is lower <br /> than the submitted bid price. The additional $14,000 cost for bid item 74 has been mutually agreed upon to be <br /> deleted from FED's bid as discussed at our March 24,2015 meeting with FED. <br /> Bid reviews were performed for all bids and we have verified that FED has satisfactorily completed projects as a <br /> contractor for similar work. Based on the bid total, document completeness, reference checks, letters of <br /> recommendations, previous track record, and items discussed in our meeting of March 24, 2015, i.e., schedule, <br /> construction sequence and methodology, number of work crews (2), employee flow chart update, weekend work, <br /> on-street parking, maintenance of traffic, coordination with FDOT, past municipal project, &subcontractors, CAS <br /> hereby recommends the award to FED as the lowest and most responsive-responsible bidder. <br /> The other two bidders were Ric-Man International, Inc. (RMI)and Williams Paving Co., Inc. (WPC)with bid prices <br /> of$3,219,303.60 and $3,568,379.15, respectively. RMI's actual bid was higher than the verified amount but they <br /> conceded to the lower price if awarded. RMI's and WPC's bids were complete but not considered the lowest and <br /> most responsive-responsible bids.
