owner sells the site, whether the new property owner can destroy the site, the property owner <br /> has to come before this Board if they intend to demolish, make any repairs to any historical <br /> preservation site that has already been designated by the City. Vice Mayor Goodman noted <br /> the moratorium on size of signs, five years to remove sign and come within compliance, and <br /> Chairperson Del Monico said this is something we will need to discuss with legal to see if it can <br /> even be considered an historic site. Joe Master asked if the signs could be grandfathered in, <br /> and Mayor Edelcup said any old signs that don't conform regardless of historic value must <br /> come down. Mayor Edelcup said there are properties here that may be considered and that is <br /> the Ocean Palm Motel which is the first two-story motel ever built in South Florida, and the <br /> other is the Lagoon Restaurant. Chairperson Del Monico said that is why she had hoped that <br /> Ellen Wynne would be here because she knows about these things but understands that Ms. <br /> Wynne fell down and hurt herself. Mr. Abramson said that the LagoonlRestaurant is for sale <br /> and is in bad shape, and they have already sold off the western portion, and he thought that <br /> the Ocean Palm was sold for redevelopment, but it was not. Deputy City Attorney Ottinot <br /> wanted to remind the Board that the designation of a particular property is a Quasi-Judicial <br /> matter, and you don't want to discuss it until that site has been presented before this Board, but <br /> you can ask Mr. Schulman to review particular sites within the City,and if an application needs <br /> to be made at the time when it is presented to the Board, you should!discuss it then. <br /> 7. DISCUSSION OF POSSIBLE SITES FOR FUTURE DESIGNATION. <br /> Action: Chairperson Del Monico said the reason this is on the agenda' is to discuss if we are <br /> going to be a maintenance board or an active board where we have things to review, and how <br /> many things. Deputy City Attorney Ottinot clarified saying that they can discuss the site but not <br /> the merits of it. Mr. Schulman noted that David Udoff has done extensive work. Mr. Udoff said <br /> that he has taken many pictures of Collins Avenue, existing structures; etc. Chairperson Del <br /> Monico requested that Mr. Schulman and Mr. Udoff present a summary to the Board of their <br /> work and any properties that they would recommend the Board to consider for historic <br /> designation. Mr. Udoff said the Golden Shores area where Ellen Wynne lives, and Mayor <br /> Edelcup said that Ms. Wynne's home is being replicated by the University of Miami campus as <br /> an historic rendition of an old Florida home. Joe Master asked if you designate a home as an <br /> historic site, what are the ramifications? Chairperson Del Monico geld as far as what Mr. <br /> Schulman said about the County approving, the County doesn't have to approve anything in <br /> this City anymore unless the people want a tax break. She said the three ways it can become <br /> historic is: 1) the owner asks for it; 2) Mr. Schulman, our staff person; could ask for it; and 3) <br /> the Board can ask for it. Chairperson Del Monico asked Deputy City Attorney Ottinot what <br /> would qualify as an historic district, what are the parameters that a district has to meet? Deputy <br /> City Attorney Ottinot said he would research it and check with other cities such as Miami Beach <br /> and Coral Gables, on the process and how historic designation comes about. Chairperson Del <br /> Monico asked if Deputy City Attorney Ottinot if he could go a step further and let them know if <br /> we have any areas in the City that would qualify for historic district status. Ms. D'Arbelles said <br /> a site on the Website is the Florida Bureau of Historic Preservation, that would provide <br /> information to us. Deputy City Attorney Ottinot said that in the definitions section of the <br /> Ordinance it defines what constitutes an historic district, and we have to be consistent with our <br /> ordinance. <br /> Summary Minutes 2004-0610 HPB Mtg Page 5 of 6 <br />
