Summary Minutes: Special City Commission Meeting September 24, 2015 Sunny Isles Beach, Florida <br />Second Budget Hearing <br />Commissioner Aelion moved and Vice Mayor Gatto seconded a motion to approve the <br />resolution. Resolution No. 2015 -2465 was adopted by a voice vote of 5 -0 in favor, at <br />5:35 p.m. <br />3B. Budget Ordinance (Public Hearing) <br />An Ordinance of the City Commission of the City of Sunny Isles Beach, Florida, Adopting <br />an Operating and Capital Improvement Budget for the Fiscal Year Commencing <br />October 1, 2015 through September 30, 2016. Pursuant to Section 200.65; Florida Statutes; <br />Authorizing Expenditures of Funds Established by the Budget; Authorizing Encumbrances; <br />Authorizing Issuance of Checks; Providing for Grants and Gifts; Providing for Local and <br />Federal Law Enforcement Trust Funds; Providing for Post Audit; Providing for Severability; <br />and Providing for an Effective Date. <br />(First Reading September 15, 2015) <br />Action: [City Clerk's Note: Items 3A and 3B were heard together.] City Clerk Hines read <br />the title, and City Manager Russo reported. We reduced the millage rate to 2.5000, and our <br />evaluation, the assessed value of the community, went up to just about $9 Billion from S7.5 <br />Billion. This particular budget year was a little bit like dejA vu to a few years ago when we <br />were without a Finance Director. We had a slight scare. our Finance Director Audra Curts- <br />Whann had an accident where she was out for a short while during the process. Our Assistant <br />Finance Director Tiffany Neely -Jean and our whole Finance staff and the City Managers <br />Office had helped chip in to get through that short time without Audra here. It made him <br />appreciate their work even more, and so hejust wanted to give a particular word of thanks to <br />the whole Finance Department for their efforts this year in particular because of that situation. <br />But in general they did a fantastic job on the budget under our new computer software. <br />public Speakers: None <br />Mayor Scholl said a lot of work goes into the budget and we appreciate everybody's efforts, <br />Audra you and your Department. But every department has got to get involved in the process <br />and it is a preen, arduous process but it is important because it is the roadmap that guides the <br />financial progress of the City. Again, we want to thank the staff for their involvement. <br />Commissioner Aelion moved and Vice \4ayor Gatto seconded a motion to adopt the <br />Ordinance on second reading. And she had discussed briefly how we try, to really <br />serve the community and listen to their ideas; and we are actually going to execute that. At <br />this final hearing she would like to thank the Finance Department; again, they made it a really <br />
