Summary Minutes: Special City Commission Meeting September 24, 2015 Sunny Isles Beach, Florida Second Budget Hearing Commissioner Aelion moved and Vice Mayor Gatto seconded a motion to approve the resolution. Resolution No. 2015 -2465 was adopted by a voice vote of 5 -0 in favor, at 5:35 p.m. 3B. Budget Ordinance (Public Hearing) An Ordinance of the City Commission of the City of Sunny Isles Beach, Florida, Adopting an Operating and Capital Improvement Budget for the Fiscal Year Commencing October 1, 2015 through September 30, 2016. Pursuant to Section 200.65; Florida Statutes; Authorizing Expenditures of Funds Established by the Budget; Authorizing Encumbrances; Authorizing Issuance of Checks; Providing for Grants and Gifts; Providing for Local and Federal Law Enforcement Trust Funds; Providing for Post Audit; Providing for Severability; and Providing for an Effective Date. (First Reading September 15, 2015) Action: [City Clerk's Note: Items 3A and 3B were heard together.] City Clerk Hines read the title, and City Manager Russo reported. We reduced the millage rate to 2.5000, and our evaluation, the assessed value of the community, went up to just about $9 Billion from S7.5 Billion. This particular budget year was a little bit like dejA vu to a few years ago when we were without a Finance Director. We had a slight scare. our Finance Director Audra Curts- Whann had an accident where she was out for a short while during the process. Our Assistant Finance Director Tiffany Neely -Jean and our whole Finance staff and the City Managers Office had helped chip in to get through that short time without Audra here. It made him appreciate their work even more, and so hejust wanted to give a particular word of thanks to the whole Finance Department for their efforts this year in particular because of that situation. But in general they did a fantastic job on the budget under our new computer software. public Speakers: None Mayor Scholl said a lot of work goes into the budget and we appreciate everybody's efforts, Audra you and your Department. But every department has got to get involved in the process and it is a preen, arduous process but it is important because it is the roadmap that guides the financial progress of the City. And she had discussed briefly how we try, to really serve the community and listen to their ideas; and we are actually going to execute that.
