City Clerk <br /> Brown-Morilla read the applicant's name, hearing number, and location. The City Clerk <br /> administered the oath to the witnesses for the Zoning hearings,and City Attorney Dannheisser <br /> read a disclaimer for the Zoning hearings. City Clerk Brown-Morilla asked if there had been <br /> any ex-parte communications and none were disclosed. <br /> Jeffrey Bercow asked to have the public hearing heard after Agenda item 8-C, so that, if it <br /> were adopted the new ordinance would apply. City Clerk Brown-Morilla said that the new <br /> ordinance, even if adopted, would not become effective until 10 days after adoption. <br /> Commissioner Kauffrnan moved and Commissioner Iglesias seconded a motion to hear the <br /> zoning application after item 8-C. The motion was approved by a voice vote of 5-0. <br /> Public Speakers: Jeffrey Bercow, Esq., representative of the applicant; Kobi Karp; Steve <br /> Nostrand [he submitted several documents into evidence]; Zoning and Code Administrator <br /> Jorge Vera; Community Planning and Development Director Marla Dumas; Kathleen <br /> Kennedy, Gerry Goodman; Bill Lone <br /> Zoning and Code Administrator Jorge Vera read from his report. Community Planning and <br /> Development Director Dumas suggested reducing the FAR to 3.8,granting a variance to allow <br /> the garage as not counting, subject to the submission of plans, subject to valet parking 24 <br /> hours, beach access and other staff conditions. Jorge Vera said an FAR of 3.8 would be <br /> compatible with neighboring property. <br /> Commissioner Iglesias moved, and Commissioner Turetsky seconded a motion to approve <br /> the application with City staff conditions and reducing the FAR to 3.8.
