Special City Commission Meeting Summary Minutes September 13,2001 Sunny Isles Beach,Florida <br /> Second Budget Hearing <br /> Action: City Clerk Brown-Morilla read the title. City Manager Russo recommended <br /> adoption of the resolution and offered to present a full report as he had for the first millage <br /> and budget hearings. Mayor Samson opened the public hearing and asked if anyone in the <br /> audience wanted to speak;however with no public speakers,the Mayor then closed the public <br /> hearing. <br /> Public Speakers: none <br /> Commissioner Edelcup said that he would vote to approve the budget,but he stated a concern <br /> about granting selective salary increases and one-time salary adjustments. He expressed <br /> appreciation for the Mayor's generous contribution of surplus campaign funds,but indicated a <br /> preference for that money to have been used to increase the City's contingency or emergency <br /> reserve fund. Commissioner Goodman expressed concern that the City should be establishing <br /> an increased disaster fund. City Manager Russo expressed concern about funding for the <br /> contingency account and for the un-appropriated fund balance in the next two to three years. <br /> He said he hoped that with the assistance of the whole Commission and perhaps a finance <br /> committee, a plan could be created to address the issue in the long-term. Commissioner <br /> Edelcup commented that we had to use surplus of S706,000 to balance the budget, and we <br /> can't continue to do that in the future. <br /> Mayor Samson said that he originally intended to give all of his surplus campaign money to <br /> charity,but then he reflected on all of the extra hard work that had been done in the last year <br /> by the City Manager, City Attorney and City Clerk. He said that was why he donated his <br /> surplus money into the City's general fund with the suggestions for the money. <br /> Vice Mayor Kauffman moved and Commissioner Edelcup seconded a motion to approve the <br /> resolution. Resolution No. 2001-359 was adopted by a roll call vote of 5-0 in favor at <br /> 5:41 p.m. <br /> Vote: Commissioner Edelcup yes <br /> Commissioner Goodman yes <br /> Commissioner Iglesias <br /> Mayor Kauffman yes <br /> Mayor Samson yes <br /> 4B.
