RESOLUTION NO. 2016-25 3 b
A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF
SUNNY ISLES BEACH, FLORIDA, NAMING THE BOTANICAL
GARDEN AT THE SOUTH END OF SENATOR GWEN
MARGOLIS PARK AS THE "CITY COMMISSIONER LILA
KAUFFMAN BOTANICAL GARDEN"; AND NAMING NORTH
BAY ROAD BETWEEN 174 STREET AND 178 STREET AS "CITY
COMMISSIONER CONNIE MORROW LANE"; AUTHORIZING
THE CITY MANAGER TO DO ALL THINGS NECESSARY TO
EFFECTUATE THIS RESOLUTION; PROVIDING FOR AN
EFFECTIVE DATE.
WHEREAS, the first elected Commission of the City of Sunny Isles Beach in 1997, the
year of incorporation, included two pioneering women, Lila Kauffman and Connie Morrow, who
were both vocal activists for progress in what was then a forgotten area of Miami-Dade County,
and they saw the beauty and potential of what Sunny Isles Beach could be and paved the way for
the Sunny Isles Beach of today; and
WHEREAS, Lila Kauffman served on the Commission from 1997 to 2003, being one of
two that earned a two-year term at election, she ran again in 1999 unopposed for a four-year
term, and she had a passion for the arts, culture and education devoting much of her time to
theaters and seniors and most notably was instrumental in starting what still exists today as the
Cultural Events program, and she continued to promote educational and cultural programs after
leaving office and had a keen eye out for the park across from her home, Senator Gwen Margolis
Park; and
WHEREAS, Connie Morrow served on the Commission from 1997 to 2001 for a four-
year term, she had her own radio show and she established the Fashion, Film, Entertainment and
Production Council in the City which exposed it to the film production industry by hosting tours
of the City that ignited an interest in bringing film productions to Sunny Isles Beach; and, she
was instrumental in hosting the first Sunny Isles Beach Talent Show, a ballroom dance
competition, and a fashion show; but Connie's greatest passion was her work with children and
she established the Sunflower Society, a non-profit organization that provided access to the arts
and camps to children who could not otherwise participate, and numerous children were
sponsored by the Sunflower Society for summer camp to provide day care for working parents,
even after her term as Commissioner ended, she attended the summer camp talent shows to cheer
on the children's performance and encourage those children she sponsored; and
WHEREAS, in this way it is appropriate and fitting to name a botanical garden at the
south end of Senator Gwen Margolis Park as the "City Commissioner Lila Kauffman Botanical
Garden", and the trees and plants in that area will be named and a plaque will be erected in her
honor; and that North Bay Road between 174 Street where Connie lived and 178 Street be named
"City Commissioner Connie Morrow Lane", to honor both of these remarkable women who have
since left us but their legacy in our City lives on.
R2016-Kauffman and Morrow Naming St and Garden Page 1 of 2
