<br />City of Sunny Isles Beach |Request for Proposal No. 16-04-03 19 <br /> <br />Section 4 <br />Evaluation and Negotiations <br /> <br />4.1 Evaluation <br /> <br />Proposals will be evaluated using the following criteria. Vendors meeting the mandatory minimum <br />criteria will have their Proposals evaluated for technical qualifications. The following represent the <br />principal criteria that will be considered during the evaluation process. <br /> <br />Mandatory Elements <br /> The Vendor adheres to the instructions in this Request for Proposal for preparing and <br />submitting the Proposal. <br /> <br />Technical Qualifications <br /> Vendor expertise and experience. <br /> The Vendor’s technical experience with local government or comparable governmental units <br />in the State of Florida <br /> The professional competence of the implementation team assigned to the engagement. <br /> The quality of the Vendor's support personnel to be available for technical consultation. <br /> Information received from references regarding Vendor and assigned staff. <br /> Information from interviews, if requested of Vendors, either in person or by telephone, if <br />deemed appropriate by the Finance and IT teams. <br /> <br />Schedule for Implementation <br />Pricing <br />Optional Elements (to be scheduled by the City as deemed relevant) <br /> Vendor system demonstrations <br /> On-site visits to Vendor current clients <br /> <br />4.2 Negotiations <br /> <br />The City may award a contract on the basis of initial offers received, without discussions. Therefore, <br />each initial offer should contain the Proposer’s best terms from a monetary and technical <br />standpoint. <br /> <br />Any Proposer recommended for negotiations may be required to provide to the City: <br /> <br />a) Its most recent certified business financial statements as of a date not earlier than the end of <br />the Proposer’s preceding official tax accounting period, together with a statement in writing, <br />signed by a duly authorized representative, stating that the present financial condition is <br />materially the same as that shown on the balance sheet and income statement submitted, or <br />with an explanation for material change in the financial condition. A copy of the most recent <br />business income tax return will be accepted if certified financial statements are unavailable. <br />
