City of Sunny Isles Beach <br /> Water Supply Plan Update <br /> First Reading January 21,2016 <br /> Adoption Nearing April 21,2016 <br /> 1.0 INTRODUCTION <br /> The purpose of the City of Sunny Isles Beach 2015 10-Year Water Supply Facilities Work <br /> Plan Update adopted on April 21, 2016 is to continue to identify and plan for the water <br /> supply sources and facilities needed to serve existing and new development within the <br /> local government's jurisdiction. <br /> Chapter 163, Part II, F.S., requires local governments to prepare and adopt Work Plans <br /> into their comprehensive plans within 18 months after the water management district <br /> approves a regional water supply plan or its update. The City of Sunny Isles Beach is <br /> located in the South Florida Water Management District region in southeast Florida <br /> (Figure 1). The 2013 Lower East Coast Water Supply Plan Update was approved by the <br /> South Florida Water Management District (SFWMD) on October 10, 2013. Therefore, <br /> local governments within the South Florida Water Management District Lower East Coast <br /> jurisdiction should amend their comprehensive plans within the referenced timeframe. <br /> The City of North Miami Beach (NMB Utility) is the designated supplier of potable water <br /> for portions of northeast Miami-Dade County, including the City of Sunny Isles Beach <br /> (Figures 2 and 3). In that capacity, North Miami Beach supplies the City's residential and <br /> commercial customers with potable water on a retail basis. The NMB Utility received <br /> Water Use Permit No. 13-00060-W from SFWMD on June 11, 2012. The permit, allows <br /> the Utility to withdraw 14,009 mg average annual raw groundwater (Florida Aquifer <br /> System - 4,406 mg, Biscayne Aquifer System - 9,603 mg). <br /> The City recognizes that in order to maintain a water supply system and conservation <br /> program there must be effective coordination with NMB Utility, Miami-Dade Water and <br /> Sewer Department (MDWASD) and the South Florida Water Management District <br /> (SFWMD). Sunny Isles Beach enjoys an excellent working relationship with NMB Utility <br /> in ensuring compliance with all regulations and guidelines. In accordance with the service <br /> agreement, Sunny Isles Beach staff coordinates with NMB Utility to ensure enough <br /> capacity is available for existing and future customers and supporting infrastructure is <br /> adequately maintained. <br /> As part of established intergovernmental coordination efforts, the 2015 Work Plan Update <br /> was developed in coordination with the North Miami Beach 10-Year Water Supply Work <br /> Plan Update, adopted June 16, 2015, and the Miami-Dade 2015 Water Supplies Facilities <br /> Work Plan Update, adopted February 4, 2015. According to state guidelines, the Work <br /> Plan Update and the comprehensive plan amendments must address the development <br /> of traditional and alternative water supplies, bulk sales agreements and conservation and <br /> reuse programs that are necessary to serve existing and new development for at least a <br /> 10-year planning period. In order to ensure consistency with adopted regional, county, <br /> and city planning efforts, the City of Sunny Isles Beach 2015 Water Supply Facilities Work <br /> Plan Update will coordinate its planning efforts with the water supply work plans adopted <br /> by the City of North Miami Beach 10-year Work Plan, Miami-Dade County (2015) and <br /> SFWMD (2013) 20-Year Work Plan Updates. <br /> 4 <br />
