Scholl, Mayor
City of Sunny Isles Beach
18070 Collins Avenue,3rd Floor
Sunny Isles Beach, Florida 33160
Dear Mayor Scholl:
The Department of Economic Opportunity has completed its review of the proposed
comprehensive plan amendment (Amendment No. 16-2ER) for the City of Sunny Isles Beach,
which was determined complete on February, 9, 2016. We have reviewed the proposed
amendment in accordance with the state coordinated review process set forth in Sections
163.3184(2) and (4), Florida Statutes (F.S.), for compliance with Chapter 163, Part II, F.S.
The Department's Objections, Recommendations, and Comments Report is attached
for your reference. The Department identified one objection and three comments for the
City's consideration. The Department's objection relates to the omission of a time horizon for
the Future Land Use Map. The comments pertain to mapping the correct location of the
coastal high-hazard area and including the correct definition of this area within the
Comprehensive Plan; providing additional strategies to respond to and prepare for coastal
flooding and other flooding events; and,the regulation of housing and residential land use by
tenure.
The City should act by choosing to adopt, adopt with changes, or not adopt the
proposed amendment. Also, please note that Section 163.3184(4)(e)1, F.5., provides that if
the second public hearing is not held and the amendment adopted within 180 days of your
receipt of the Department report, the amendment shall be deemed withdrawn unless
extended by agreement with notice to the Department and any affected party that provided
• comment on the amendment. For your assistance, we have enclosed the procedures for final
adoption and transmittal of the comprehensive plan amendment.
Florida Department of Economic Opportunity I Caldwell Building i 107 E.Madison Street I Tallahassee,F1.32399
866.FLA.2345 850.245.7105 1 850.921.3223 Fax
www.floridaiobs.org I ':_t-i`"'':;:`:,F bF;-, I www.facebook.com/FLDEO
An equal opportunity employer/program.Auxiliary aids and services are available upon request to Individuals with disabilities. All voice
telephone numbers on this document may be reached by persons using TTY/TDD equipment via the Florida Relay Service at 721.
