Russo, City Manager
FROM: Claudia Hasbun, Planning and Zoning Administrator
DATE: 5/19/2016
RE: City's Comprehensive Plan Amendments
RECOMMENDATION:
Approval of this ordinance is recommended.
REASONS:
The City Comprehensive Plan document is the blueprint for the existing
and future development of the City. The Plan's goals and policies
reflect the City's vision for its future, and for how it will meet the needs
of existing and future residents, visitors and businesses.
The Comprehensive Plan was initially adopted in October 2000 and
later modified in 2007; this is the second modification through the
Evaluation and Appraisal Report process (EAR), which is a state-
mandated assessment of the Comprehensive Plan to ensure that all
current statutory requirements are being met. During this process the
City has the opportunity to step back and take a holistic look at how well
the Plan is working and how it might be refined to address community
specific issues and challenges.
The City started the EAR process a year ago and during that time, we
went through multiple meetings with different stakeholders of the
community; a detailed outline of the public participation is part of the
attached report. The EAR report with amendments was sent to the
State Department of Economic Opportunities (DEO) and to all required
173
