Harrison and Lafaurie: <br /> <br />This letter is written as a follow-up to the meeting held on January 20th, 2010, at which Louis <br />Lafaurie, Tulia Badillo, Tina Campbell, the undersigned and Vice Mayor Thaler were present <br />wherein we discussed possible solutions to the traffic concerns raised by Oceanview Building <br />A Condominium Association, Inc., and Oceanview Building B Condominium Association, <br />Inc. (collectively "Oceanview") regarding Heritage Park and the parking garage to be located <br />therein (collectively "Heritage Park"). The traffic concerns were raised not only by <br />Oceanview through its Boards and residents, but by counsel, Jeffrey Bercow, of Bercow, <br />Radell & Fernandez, P.A., and its traffic consultant, Molly Hughes of Hughes Hughes, Inc. <br />(collectively "Professionals"). <br /> <br />As you know, the City has a strong desire to address concerns raised by its residents. As City <br />Manager, I have an obligation to work with residents to improve the quality of life. I <br />certainly believe that the construction of Heritage Park will improve the quality of life of <br />residents. I know that you are in agreement with me. However you and other members of <br />your respective Boards, as well as the residents living within your respective condominiums, <br />individually and through their Professionals have expressed certain concerns about the traffic <br />impact of Heritage Park upon the residents of Ocean view A and Oceanview B. To address <br />these traffic concerns, the City contracted with Kimley-Horn and Associates, Inc., to conduct <br />an access analysis report ("Report"), which was shared with Oceanview. The Report <br />concluded that closing the curb cut currently located on Collins A venue and the rerouting of <br />traffic to utilize the parking garage via Galahad-Dade Boulevard and the private roadway <br />located within the Ocean Reserve property would not significantly impact the level of service <br />on Galahad-Dade Boulevard. <br /> <br />Notwithstanding the findings of the Report, the City agrees to take further steps to alleviate <br />the traffic concerns. These steps include but are not limited to the following: <br /> <br />(I) The City agrees to construct a third inbound lane on Galahad Dade Boulevard on the <br />western end to allow queuing for the cars (residents) approaching the automatic gate to <br />
