<br />Summary Minutes: Regular City Commission Meeting December 13,2007 <br /> <br />City of Sunny Isles Beach, Florida <br /> <br />up. Vice Mayor Thaler said that we have to look at the entire City, not just a particular <br />neighborhood. <br /> <br />Commissioner Scholl said that most of our City lives in condominiums, and he feels that most <br />condominium dwellers would argue that there are far too many rules in those condominiums, <br />and to change their rules, they have to vote on it as a condominium. He said we have two <br />single- family neighborhoods in the City, and he understands that we are trying to improve the <br />aesthetics nature of the City but he also believes that we have unique appeal in our single- <br />family neighborhoods. He said that he believes that people who have moved into these <br />neighborhoods have recently spent millions of dollars in terms of building their houses, <br />knowing what those rules and regulations are, and not anticipating that those rules and <br />regulations are going to get more liberal or more onerous, and he wants to be very careful as a <br />City about how we impose these things on single-family homes, as that is part of the benefit <br />that our homeowners had when they purchased their homes, the liberal standards within those <br />neighborhoods. He said that these things have not been an issue for 60 years and now we are <br />bringing them up and he feels we need to be very careful about how we dictate these things <br />and making issues more restrictive. <br /> <br />Mayor Ede1cup said for the last 10 years we have been a City and before that the County <br />didn't care what we did over here, and that was one of the reasons we became a City. He said <br />we have all been talking about beautiful boats, but other things such as trailers, storage <br />vehicles, jet skis, old dilapidated equipment, etc., may serve well in recreational areas but is <br />this what we want to see here. He said the condos have associations, but when you get down <br />to the single-family homes it falls on us to make the decision for those areas that don't have <br />that self-governance on their own. He said we have to, in effect, become the condo board for <br />those areas because there is a certain standard that we are trying to portray for this entire City <br />and so even though single-family homeowners have the liberty of not being an association, <br />they still fall within some guidelines which are promulgated then by the City through its <br />ordinances. He stated that there is a standard that the City has been working on for the last 10 <br />years which has been to aesthetically upgrade the City, and what we have been asking for <br />tonight is really a minor change that the front side needs to be screened because we are not <br />always going to be looking at a beautiful boat. <br /> <br />Vice Mayor Thaler said that the condos don't control themselves, we have put ordinances on <br />the books to control what the condos have done, such as the control of satellites on condos, <br />we did not include the single-family homes in that, so it does work both ways. Commissioner <br />Scholl said that he just wanted to be clear about his point, if we are the de facto board for the <br />single-family neighborhoods lets make sure that the issues that we are taking up rise up from <br />the single-family neighborhoods, that is more his concern and less this particular issue. <br /> <br />Commissioner Goodman moved and Vice Mayor Thaler seconded a motion to approve the <br />proposed ordinance on first reading. The motion was approved by a roll call vote of 4-1 <br />(Commissioner Scholl against) in favor.
