<br />populations within Sunny Isles Beach. This type of designation is to accommodate a broad range <br />of retail and businesses services. Vehicular parking is limited to surface parking areas principally <br />to the rear and sides of the property. The Applicant is proposing to construct a CVS Pharmacy <br />store in approximately the same footprint of the existing restaurant. The store, however, will <br />have an additional 600 square feet. The proposed development as designed is consistent with and <br />furthers the intent of the Mixed Use - Business designation of the City's Comprehensive Plan. The <br />proposed use is compatible with the existing surrounding land uses. <br /> <br />While the proposed use is compatible with the existing surrounding land uses, the proposed use <br />creates certain traffic problems that require mitigation. The first problem is the Applicant's proposed <br />delivery area for the store. In the site plan, the Applicant proposes that delivery of goods and <br />merchandises takes place on 183rd Street. Staff believes that delivery on l83rd Street poses serious <br />traffic and safety problems for pedestrian and vehicular traffic from the nearby school. More <br />specifically, the loading and unloading of trucks at this location could be extremely disruptive and <br />cause operational and safety problems. These safety problems can be remedied to a certain extent if <br />delivery to the store is performed within the interior of the shopping plaza. As such, staff <br />recommends that the Applicant revises its site plan to provide for delivery within the interior of the <br />shopping plaza. <br /> <br />Further, the proposed use will create additional traffic hazards at the northeast corner of the site if <br />vehicles are permitted to make left turns from 183rd Street. To remedy such problems, staff <br />recommends the elimination of left turns going west on 183rd Street. The left turn can be remedied <br />by two means. First, the left turn can be remedied by making the shopping plaza's driveway <br />connection to 183 Street an exit only driveway. If modification of the driveway is not feasible, the <br />City can take independent action to eliminate the left turn by installing traffic calming devices on <br />183rd Street to eliminate the left turn. Staff recommends that one of the previously mentioned <br />actions be implemented if the site plan is approved, <br /> <br />x. Conditions <br /> <br />(1) Upon the submittal of an application for building permit, the plans submitted shall meet with the <br />approval of the Planning and Zoning Administrator and be consistent with the specific site plan <br />approved by the City Commission. Plans shall include all the required elements of the site plan <br />pursuant to the City's Land Development Regulations and recommendations. Should compliance <br />with recommendations result in a change that would not be considered "minor" in accordance with <br />Section 265-18 of the City Code; the Applicant shall be required to obtain another approval of the <br />City Commission. <br /> <br />(2) That the project shall be developed substantially in accordance with the plans submitted for public <br />hearing. Plans are on file and may be examined in the Planning and Zoning Department for Proposed <br />CVS Pharmacy as prepared by (to be provided) consisting of one sheet (SP-l), dated July 21 2008 <br />and stamp received on July 3, 2008. <br /> <br />(3) That a plot plan be submitted to the Planning and Zoning Administrator, landscape Architect and <br />Planning Consultant including their in-house experts, for their review. The plot plan shall include <br />all easements proffered by the Applicant to the City for pedestrian and City streetscape along the <br />front of the property. <br /> <br />CVS STORE Z2008-06 RCS <br /> <br />4 <br />
