Dannheisser <br />City Attorney <br /> <br />Richard Brown-MorilIa <br />City Clerk <br /> <br />To: <br /> <br />Local Planning Agency <br /> <br />From: <br /> <br />Marla Sherman Dumas <br />Community Planning and Development Director <br /> <br />Date: <br /> <br />April 13, 2000 <br /> <br />Subject: <br /> <br />Sunny Isles Beach Comprehensive Plan <br /> <br />RECOMMENDATION <br /> <br />Planning staff recommends that the Local Planning Agency (LP A) transmit the <br />Sunny Isles Beach Comprehensive Plan to the City Commission for their <br />approval to submit the plan to the Department of Community Affairs for the <br />required review process. <br /> <br />REASONS <br /> <br />Local Comprehensive Plans are required of municipalities in Florida by <br />Chapter 163, Florida Statutes, in which it is stated: "it is the purpose of this act <br />to utilize and strengthen the existing role, processes and powers of local <br />government in the establishment and implementation of the comprehensive <br />planning program to guide future development" and "through the process of <br />comprehensive planning, it is intended that units of local government can <br />preserve, promote and improve public health, safety, comfort, good order, <br />appearance, convenience, law enforcement and fire prevention, and general <br />welfare; facilitate the adequate and efficient provision of transportation, water, <br />sewerage, schools, parks, recreational facilities, housing and other <br />requirements and services; and protect natural resources within their <br />jurisdiction" . <br /> <br />The City of Sunny Isles Beach initiated the visioning process for preparation of <br />a Comprehensive Plan in July 1998 with the engagement of the consultant <br />firm, Walter H. Keller, Inc. This firm was responsible for much of the data <br />collection and information contained in the portion of the Comprehensive Plan <br />entitled "Existing Conditions and Background Documents". Additionally, this <br />firm prepared preliminary drafts of some of the Goals, Objectives and Policies <br />contained within the Comprehensive Plan. <br />
