<br />E <br /> <br />I,i,.., <br />:~t! <br /> <br /> <br /> <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br /> <br />In 2000 the City retained a consultant to conduct a "Beachfront Redevelopment Floor <br />Area Ratio (FAR) Study"-whose objective was to analyze the redevelopment potential <br />in terms of location, intensity and impact. The study looked at redevelopment under four <br />FAR (2.0- 2.5- 3.0- 3.5) alternatives and concluded that redevelopment at any of the <br />four alternatives would be feasible but it would result in an increase in traffic of 2,000- <br />6,100 trips per day, and require upgrading in water, waster water facilities to meet the <br />needs of up to an additional 7,200 people during the peak season. <br /> <br />This issue of land Development focuses on the following inter-related topics as <br />identified at the EAR scoping meetings: <br /> <br />Designate certain city-owned lands as Recreation and Open Space-The 2000 <br />Plan envisioned to incorporate a healthy mix of parks, recreation and public open <br />space. Since 2000, the City has. added six (6) acres of park space totaling 21.92 acres. <br />as reported by City officials. In addition, the City is working toward providing more <br />access to the beach and continued walkways adjacent to the Intracoastal Waterway <br /> <br />Permit government facilities in all Future Land Use categories-The City wishes to <br />address the location of government facilities within all land use categories. Currently, <br />the Community Facilities (CF) District is intended for federal, state and local government <br />activities and other public facilities that generally serve and benefit the community. CF <br />districts may be applied to all lands except those designated Conservation (CNS) on the <br />Future Land Use Map of the Comprehensive Plan. The City should investigate further <br />having governmental facilities in all land use categories, especially within the low <br />density residential land and other less intensive land uses. Land use conversion or <br />exceptions to community facilities would require an amendment of the City Land Use <br />Plan and zoning requirements. <br /> <br />Development of a Cultural Center- The community identified the development of a <br />cultural center as main priority that would be developed to increase participation and <br />promote the expansion of cultural and educational programs. <br /> <br />Provide additional limitations on Floor Area Ratio's-- Currently, the City is seeking <br />to revise provisions on Floor Area Ratios (FARs) at its core, especially the area within <br />the Town Center District (TCD). The intent of the FARs within the area designated as <br />the TCD was to foster high quality development and buildings that promotes safe and <br />active pedestrian environments. The City wants to ensure that future redevelopment on <br />the west side of Collins does not adversely affect the overall character of the area. <br />Therefore, FARs should be reevaluated to determine provisions relative to maximums in <br />gross floor area. <br /> <br />Promote harmonious and visually appealing urban design and building form-- The <br />Comprehensive Plan has specific objectives and calls for urban design programs to <br />encourage quality and attractive development. Policies 12A-E in the Future Land Use <br />Element provide clear direction to adopt architectural design guidelines that guide new <br />commercial development, redevelopment and other physicals improvements in the <br />Sunny Isles Beach Boulevard corridor and along Collins Avenue. Also, the Community <br />Design Element focuses on well designed and integrated public and private <br />environments.
