The City's TCEA appears to have achieved the purpose for which it <br />was created; it has not negatively impacted hurricane evacuation times-the time <br />required to safely clear the roadways in and from areas subject to coastal flooding. <br /> <br />Identify the impacts of the issue <br />Assess whether the objectives of the plan that relate to the issue have been achieved. <br />List the objectives in each element of the plan that relate to the issue (matrix format is <br />recommended) <br /> <br />Improving the flow of traffic (e.g., access management, off-street parking, intersection <br />operations) along Collins Avenue and North Bay Road has been identified by Sunny <br />Isles Beach's residents as a viable (challenging) opportunity in order to address their <br />transportation needs. In light of these needs, some have suggested that the City should <br />forego the improvements relative to enhancing pedestrian mobility and bicycle travel <br />(increase marked crossings and time at certain locations) along Collins Avenue and <br />instead, concentrate its efforts and resources on improving the traffic flow and <br />circulation. Improving the safety and efficiency of the City's roadway system will require <br />adequate funding to implement any identified projects. If existing public funding for <br />roadway improvements is not adequate, it may be necessary to explore other funding <br />options. <br /> <br />It is anticipated that the adopted Five-Year Capital Improvements Program (CIP) for <br />fiscal years 2006-2010 will include funding for roadway needed improvements <br />(pedestrian and vehicular). The CIP is updated annually to reflect priorities and <br />schedules for improvements within the City. <br /> <br />Discuss whether there have been changes in circumstances that were not anticipated. <br />Discuss whether these changes resulted in either problems or opportunities for the <br />community. Identify actions, including plan amendments that are needed to address the <br />issue. <br /> <br />The City should continue to work closely with Miami-Dade Transit and investigate ways <br />to make transit services more available and convenient for more residents and workers <br />in the City. <br /> <br />The 2000 Plan determined that there was sufficient roadway capacity within the City to <br />serve existing and future growth. However, as mentioned earlier, due to changing <br />demographics, intense redevelopment and overall regional traffic increase, the City may <br />want to revaluate this issue further. A Transportation Needs Report should be <br />performed, including origin/destination trips. Setting forth specific targets on transit <br />usage and marketing would also be useful in determining overall performance. The City <br />has not been successful working towards increasing right-of-way through the <br />development review process. <br /> <br />Finally, in terms of parking location, inventory and management, the City should <br />continue to analyze the changing market requirements and demand which may result in <br />amendments to the Infrastructure Element and Transportation Element as well as land <br />use controls.
