DeCocq, Assistant City Manager <br />RE: $57,775,50 Passive Park Replanting and Drainage <br />RECONIMENDATION: <br />It is recommended that the City Commission adopt the attached resolution <br />authorizing the City Manager to expend funds on replanting and <br />preparation of recommended drainage for the Passive Park, in the amount <br />of S57,775.50. <br />REASON: <br />In response to citizen concerns about flooding in the Passive Park site at <br />North Bay Road and 1781h Street, as discussed at the February 10, 2000 <br />Commission meeting, the Office of the City Manager expended <br />S78,761.00 for the transportation of fill, leveling, resodding, and <br />temporary tree removal and storage, in order to raise the elevation of the <br />park site. During the permitting phase for said activity, Miami -Dade <br />County Department of Environmental Resources Management (DERM) <br />Stormwater Division informed us that we would not be allowed to utilize <br />the planned City owned Stormwater System for drainage, and <br />recommended that we retain our stormwater within the park. <br />Subsequently, we have developed plans that should accommodate said <br />request, which involves an added expense. <br />Moreover, our landscape contractor Tropic Landscape & Lawn <br />Maintenance, Inc. and City environmental staff agreed that the trees <br />previously selected were both inappropriate for the site, due to <br />environmental constraints, and severely undersized for the scale of the <br />park and for the immediate impact desired by the citizenry. In response, <br />this landscape team has chosen the attached native species, size, and <br />quantity of trees for the passive park. In addition, we have proposed to <br />
