at ground level and extreme drought tolerance, we had not fully <br />considered the fact that it does not reproduce through rhizomes. thus never <br />creating a thick, full, self -maintaining lawn. Moreover, while it can be <br />sheared extremely close to the ground, it is not resistant to heavv foot <br />traffic. Both of these items. in tandem with the consideration of <br />neighboring resident aerial views of the Park. lead us to believe that <br />"Bermuda' grass in the open field area, with "St. Augustine" in the <br />remainder of the park, is the best possible solution. To confirm our <br />decision, we have discussed this arrangement with several recreation <br />professionals and landscape contractors within Miami -Dade County. All <br />agree that the City will benefit enormously and be much happier by <br />installing the proper grass for the intended purpose at this point in <br />development. <br />Of course, Tropic Landscaping and Lawn Maintenance, Inc. will credit the <br />City in full for the budgeted Bahia sod, as has been done for all of the <br />trees previously planted and removed. This, however, still results in an <br />additional $11,000.00 for the preferred grass. With approximately <br />S4.000.00 in additional required work and materials already performed, <br />and a desire to add groundcover around the base of the large fig trees to <br />discourage children from climbing and physically abusing the prop roots <br />and trunks, we are requesting a Change Order for this project in an amount <br />not to exceed $20,000.00. While we are comfortable that the unspecified <br />quantity of groundcover shall be nowhere near $5,000.00, we would like <br />to provide for a small contingency for minor oversights, which to date has <br />never been requested by this Administration for this project. <br />ADDITIONAL INFORMATION: <br />It should be noted that David Santana, President of Tropic Landscaping <br />has worked very closely with staff to help with practical decisions and has <br />been very generous to offer us almost $8,000.00 in credit for the <br />exchanged trees, which is the original cost to the City. Moreover, the <br />additional funds requested for the Passive Park are reflective of what <br />would have been spent originally had the park been planned in this <br />fashion. The only money that the City has been unable to recoup is that <br />spent on seeding the park last year. Even with these Change Orders, to <br />date, the City is approximately $60,000 under budget for the Passive Park, <br />including the addition of a spectacular tot lot, and design and oversight <br />from our original landscape architect. <br />It should be noted that since this Administration has personally taken <br />control of the Passive Park design and development, the project has <br />progressed properly and expediently, with the internal drainage working <br />better than could have ever been anticipated. <br />132 <br />
