Your staffing "Master Pl an" for the <br />next two to five years, employing suitable benchmarks along the way, will enable <br />the City to effectively staff the department within the City's financial <br />abil ities. <br /> <br />Your measured and carefully researched report, supported by state-of-the- <br />art references, made a convincing argument to the City Council.
