'--"

CIT\'OF

naro

,Ji#l'~~

POLICE DEPARTMENT · 251 SOUTH "C" STREET. OXNARD, CALIFORNIA 93030 · (805) 486-4311

lOBERT P. OWENS. POlICE CHIEF

July 17, 1991

Carroll Buracker and Associates
1881 College Avenue, Suite 100
Harrisonburg, VA 22801

Dear Mr. Buracker,

The Staffing and Operations Study you did for the Oxnard Police Department
was well received by the City Council and City Manager. The fact that they
were pleased is rather amazing when you consider that they would have been far
happier to hear of ways in which to save money by reducing police costs.

To say that my staff and I are pleased is an understatement. We have long
known that, under the best of circumstances in the last five years, we have
"^>..w operated with very low staffing level s. Your staffing "Master Pl an" for the
next two to five years, employing suitable benchmarks along the way, will enable
the City to effectively staff the department within the City's financial
abil ities.

Your measured and carefully researched report, supported by state-of-the-
art references, made a convincing argument to the City Council. Your
credibility with our City Council and City Manager are a credit to the
professional skills and insights demonstrated by you and Dr. Terry Eisenberg.
You are both to be commended.

Sincerely,

~~

Chief of Police
