<br />A PROPOSAL TO THE CITY OF SUNNY ISLES BEACH: Public Safety Master Planning <br /> <br />"'''~ Carroll Buracker <br /> <br />Mr. Buracker, President of Carroll Buracker & Associates, Inc., will serve as the on-site <br />project manager for the police and disaster response master planning for the City of Sunny <br />Isles Beach. He has authored more than 200 public safety plans for police departments, <br />sheriffs' departments, fire departments, security departments, emergency dispatch <br />departments, and downtown improvement districts within municipalities. He served as the <br />Project Manager for law enforcement plans in 40 states, including Florida. (Note Appendix <br />A.) <br /> <br />Mr. Buracker has 22 years of practical police experience, having served in all divisions and <br />ranks of the Fairfax County Police Department--patrol officer, detective, sergeant, lieutenant, <br />captain, major, deputy chief, and chief. As the Chief of Police for the Fairfax County Police <br />Department, the largest police agency in the State of Virginia, he managed more than 1,400 <br />employees serving more than 700,000 residents. As the Chief of Police, Mr. Buracker <br />received the county governing board's two highest awards for management excellence. <br /> <br />He served as the chairman of the Metropolitan Washington D.C. Police Chiefs Steering <br />Committee of the Council of Governments; this committee consisted of 16law enforcement <br />agenCIes. <br /> <br />Mr. Buracker co-chaired the development of the Washington D.C. Metropolitan Area's <br />Disaster Response Plan for the Council of Governments (COG), which includes the District <br />and local governments in the region from two states. This plan has been implemented on <br />several occasions, including the 9/11 tragedy in 2001. <br /> <br />A graduate of the FBI National Academy, Mr. Buracker holds a B.S. Degree in Police <br />Administration and an M.S. Degree in the Administration of Justice from the American <br />University in Washington, D.C. <br /> <br />Mr. Buracker will develop the Police Master Plan and work on each of the other tasks, <br />including the Disaster Response Plan, Policy Manual, and CALEA directives. <br /> <br />'.......' <br /> <br />La em'" 8,""" & ...."....
